Generic responsibilities
Implement NRCโs systems and procedures at area level. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements. Prepare and submit reports and analyses internally and externally as authorized.ย Ensure proper filing of all supporting documents. Support line managers in procedures and require support team training. Management of support team Ensure development and implementation of administrative systems and procedures. Ensure adherence to NRC policies and the national labor law in all processes and procedures.ย Coordinate with relevant stakeholders, partners, suppliers, authorities, lawyers, line ministries and etc. Systematically build and develop relationships with relevant government agencies.Specific responsibilitiesย
Process project registration at the Ministry of Economy or any other relevant ministries. Prepare and submit annual and semi-annual project reports to the Ministry of Economy. Manage NRCโs bank accounts in the Ministry of Economy, including creating new accounts for projects and adding & removing bank signatories. Coordinate the timely preparation and delivery of requested reports and information to the respective government administration. Regularly (or on an ad hoc basis) discuss internally bureaucratic impediments faced by NRC Area and Field Offices and follow up on issues with respective ministries. Plan, facilitate, or directly conduct advocacy meetings with relevant government officials as necessary. Monitor legal and policy developments in relevant ministries, and share summaries internally, to support NRC Afghanistan's compliance with domestic legislation and guidance. This includes developments on taxation policy, labor law, humanitarian import protocols, etc. Facilitate the administrative process of MOUs with line ministries. Maintain amicable relations with relevant line ministries to facilitate NRCโs operations. Communicate verbally and non-verbally with international NGOs, partners, members, and donors. Coordinate the process of renewing the license of telecommunications devices in the Ministry of Economy and Ministry of Telecommunications and Technology. Coordinate the process of renewing the license of vehicles and the road pass of armored vehicles in the Ministry of Economy. Maintain the validity of NRCโs license in the Ministry of Economy and other line ministries and renew it when required. Lead the process of obtaining customs exemptions for NRCโs vehicles, assets & equipment, and telecommunication and ICT devices, through the Ministry of Economy and other relevant departments. Manage and monitor NRCโs data center in the online database (MIS) of the Ministry of Economy, including managing NRCโs assets, equipment, details of national and international employees, organizational self-assessment, updating documents and policies, reports and feedback, progress of projects in provinces, and responding to questions and correspondence of government departments and daily affairs. Coordinate internally and respond timely to questions, formal letters, and inquiries from the Ministry of Economy, other line ministries, security departments, and judiciary administrations about how the organization operates and its employees across Afghanistan. Manage the appropriate translation, documentation, and archiving of all correspondence and meeting records with government officials. Oversee the process of obtaining entry visas, visa extensions, and Afghan work permits for international staff.Generic Professional Competencies:
