Background

NRCโ€™s Emergency Response Section (ERS) leads the organisationโ€™s overall capacity to respond to new and emerging humanitarian crises, including through active monitoring, innovation and system development, crisis activation and emergency deployments.ย 

Working across all organisational levels, the ERS provides guidance and capacity to enable established country offices to respond to emerging crises and leads on the establishment of new country start-ups responding to critical humanitarian situations.ย 

The ERSโ€™ multi-disciplinary team of roving emergency experts is backed by a small team of technical leads at head office, focused on ensuring that NRCโ€™s emergency responses are principled, timely, agile and relevant to the priorities of people affected by crises.ย 

ย Role and responsibilities

As a Global Roving Emergency Shelter Specialistย you will deploy to humanitarian crises and start-ups to provide technical development of the Shelter core competency, strategic direction and quality assurance, the Shelter strategy and quality control. You will also be responsible for mentoring, training and capacity building staff on Shelter technical capacity.

The main purpose of the Global Roving Shelter Specialist position is but not limited to;

Leading Shelter CC Programming during start-up, scale up and first-phase/emergency response Acting as a Shelter Specialist at CO level in case of a critical gap. Being the Shelter focal point in the ERS Supporting global and regional level initiatives related to the function

What you will do

Develop Shelter strategy, technical guidance and Macro LFAs Ensure compliance with and adherence to NRC policies, guidance and procedures Contribute to fundraising, developing and revising funding proposal, budgets and donor reportsย  Identifying trends, technical standards and donor prioritiesย  Follow up on compliance with contractual commitments within Shelter, ensuring high technical quality and synergies in project implementation Provide technical direction and project implementation supportย  Ensure that key learnings are extracted from Shelter implementation, and incorporate them in Shelter and staff development processes Provide systematic training and building capacity of technical staff Represent NRC in relevant forums/clusters, including with national authorities and donors Promote the rights of IDPs/returnees in line with the advocacy strategy Contribute to Shelterโ€™s global programme development initiatives.

Specifically you will;

Work jointly with other Core Competencies and thematic experts to address barriers to claiming rights and ensure high quality, safe services. Support ERS and GPS to further develop, integrate and implement CC and thematic specific First Line Response component as well as other broader initiatives (incl. Cash & Market based interventions). Support the consideration and inclusion of cash-based interventions and market-based approaches within (and across) NRC core competency responses, where appropriate. Reference to specific responsibilities is outlined in a separate Deployment Requests which will be developed for each assignment.

Professional competencies, qualifications and skills required

Minimum 4 years of experience within Shelter technical expertise area in a humanitarian/ recovery context in a managerial capacity with substantial experience working in acute emergency situations. Experience from working in complex and volatile contexts Advanced Shelter knowledge and expertiseย  Familiarity with and experience of using cash-based approaches in emergencies Capacity to swiftly deliver in a stressful and fast-paced environment. Knowledge about own leadership skills/profileย  Fluency in English, both written and verbal.ย  French, Spanish or Arabic language skills are preferable
