What we are looking for:

A highly qualified, resilient, and dynamic Programme Specialist to deploy to undertake programmatic assessments, coordinate with relevant stakeholders, design and start implementation of emergency programmes.

What you will do:

Together with other team members identify the most rapid and effective strategy of providing assistance to the people affected by the emergency.ย  Accountability for planning and start-up of NRCโ€™s emergency Programme activities, through the deliverance of high-quality activities in line with NRCโ€™s mission statement and policies. Based on assessments, coordination, and available resources, and in consultation with affected communities, select and implement programme mechanisms suited to the humanitarian context and ensure the implementation of relevant technology and methods. Provide input on programme strategies, area or country strategy, relevant work plans, progress towards objectives of deployment, and operational constraints to Emergency Team Leader, as applicable.ย  Responsible for developing and quality compliance of donor proposals, budgets and donor reports as well as for approved project compliance control (i.e. quality, timeliness, use of resources, donor commitments) Until longer-term NRC staff is present, responsible for the selection of emergency material; developing and supervising the distribution plans for these materials. Select and train key national staff. Define indicators and proposed end point/exit strategy. Ensure proper hand-over of programme details before conclusion of the deployment.ย  Actively participate in coordination mechanisms involving UN agencies, other NGOs, government authorities, and local organizations, and to report back to the Global Emergency Response Team Leader on the discussions and outcomes. What you will bring:

Minimum first level university degree/bachelorโ€™s degree in related field. 3-5 years operational experience within emergency programme development and management International NGO experience Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress. Demonstrated technical expertise in two or more of the following programmatic areas: Shelter and NFIs, Camp Management or UDOC approach, WASH, Education in Emergencies, Emergency Food Assistance and Livelihoods Familiarity with rules and regulations of main humanitarian donors Practical knowledge of protection mainstreaming, market-based delivery mechanisms, large scale distributions Experience in fast-paced and insecure work environments, including remote duty stations. Fluency in English, both written and verbal. Working knowledge of Arabic, French and/or Spanish an asset.

Duty station: Global Roving Contract: 24 months (Renewal is subject to performance and funds availability) Travel: Up to 75%.
