We are currently seeking qualified candidates for the position of Finance Manager for an anticipated multiyear USAID-funded project aiming to support the local organizations in Indonesia to address capacity gaps. This position is based in Jakarta, Indonesia.

Position Summary:
The Finance Manager will work under the direction of Capacity Strengthening Advisor S/he will provide oversight of financial transactions, ensuring accuracy and timely recording, leading to the approval of monthly close financial reports. S/he is proficient in budget management and financial analysis, contributing valuable insights for informed decision-making on project implementation and strategic direction. S/he will also lead pre-award assessments and implement plans for financial capacity strengthening, ensuring subcontractors align with overarching project goals. S/he will build internal controls, evaluate project expenses, and manage VAT-related transactions for effective financial management. The Finance Manager will also contribute to organizational success by ensuring financial integrity and strategic financial planning.
Key Responsibilities:
Accounting Oversight:
Oversee all financial transactions within the assigned project, ensuring timely and accurate recording in the accounting system.
Conduct thorough reviews to verify the accuracy and completeness of recorded transactions.
Approve monthly close financial reports for submission to Corporate Accounting.
Prepare the financial reports and invoice for submission to the donor as required.
Budget Management and Financial Analysis:
Provide financial insights and analysis to facilitate informed decision-making regarding project implementation and strategic direction.
Collaborate with senior management, offering recommendations and consultation on project finances to ensure compliance with established guidelines.
Present strategic advice on disbursements and pipeline scenarios, contributing to effective financial planning.
Prepare accruals to enhance financial accuracy and forecasting.
Pre-Award Assessments and Financial Capacity Strengthening:
Support capacity building efforts on financial management to the local organizations in Indonesia.
Lead pre-award assessments for new subcontractors and ensure financial capacity strengthening plans are in place.
Lead the full cycle of subaward development and management process including project design, solicitation, pre-award assessment, development of budget and program description.
Collaborate with relevant teams to develop and review subcontract budgets, ensuring alignment with overall project goals and financial guidelines.
Monitor subcontract financial reports to ensure accuracy, compliance, and adherence to budgetary constraints.
General Financial Responsibilities:
Evaluate project expenses to ensure financial integrity.
Review documentation and process requests to donors for VAT-exemption, maintaining an up-to-date internal control system for all VAT-related transactions and exemption requests.
Conduct training sessions for project staff on financial policies and procedures, fostering a strong understanding and adherence to established guidelines.
Build and maintain strong internal controls for effective financial management.
Undertake any other duties as assigned by management.
Minimum Requirements:
Bachelorโs degree in Business Administration, Finance, Accounting, or a related field is required.
A minimum of seven years of experience in a finance capacity, specifically within the context of international NGOs.
Prior experience with USAID-funded programs is mandatory, and familiarity with grants/contracts programs is preferred.
Proficiency in various finance systems such as Deltek Costpoint or similar large enterprise software systems is considered an asset.
The ideal candidate should be well-organized, a self-starter, and possess a keen attention to detail.
Excellent communication skills and proficiency in both written and spoken Bahasa Indonesian and English are essential.โ
