Org. Setting and ReportingIn its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development as a stand-alone coordination office within the United Nations Secretariat, namely the Development Coordination Office (DCO). DCO now assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The Resident Coordinator System (RCS) is focused on the advancement of sustainable development, leaving no one behind, and with the eradication of poverty in all its forms and dimensions as an overarching objective, consistent with the integrated nature of the 2030 Agenda for Sustainable Development. This position is located in the Resident Coordinator Systemโ€™s Business Management Branch (BMB), United Nations Development Coordination Office (UNDCO) in New York. The incumbent reports to the Chief, Global Programme Finance. ResponsibilitiesWithin delegated authority, the Finance & Budget Officer will be responsible for the following duties: Audit Coordination: โ€ข Reviews internal control mechanisms and ensure compliance of project and programme management actions at the design, implementation and closure stages, to ensure that they are implemented consistently and in accordance with UN rules, regulations, policies and procedures. โ€ข Prepares data analysis and reports, with recommendations on control issues requiring managementโ€™s actions and interventions. โ€ข Leads the implementation of the enterprise risk management policy and procedures, including risk identification, risk assessments, risk analysis for decision making, design and implementation of risk mitigation strategies, actions, risk escalation, etc. โ€ข Performs the function of audit focal point and coordinates action across various audit-mandated and compliance tasks, including data collection and analysis, follow-up to the audit recommendations and evidence-based reporting, update of corporate systems. โ€ข Responsible for office business processes mapping and development of risk-informed SOPs; identifies opportunities for converting business processes into web-based systems to enhance efficiency, accountability, and risk management. โ€ข Provides expert advice with respect to the UN Rules and Regulations. โ€ข Prepares background notes and/or represents the Department/Unit at meetings with oversight bodies. โ€ข Contributes to the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources. Budget and Finance: โ€ข Contributes to the preparation of the medium-term plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies. โ€ข Ensures that program budgets encompass risk management and internal controls. โ€ข Reviews, analyses and provides guidance on cost estimates and budget proposals, in terms of staff and non-staff requirements from Departments/offices at headquarters and in the field, including programmatic aspects; ensure compliance with the medium-term plan and other legislative mandates. โ€ข Provides detailed input with respect to resource requirements for budget submissions. โ€ข Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources. โ€ข Monitors budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures. โ€ข Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. Provides substantive support to relevant intergovernmental and expert bodies. General: โ€ข Provides advice and guidance, including training, to headquarters and field staff on budgetary and financial policies and procedures, including results-based budgeting. โ€ข Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. โ€ข Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. โ€ข Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence. โ€ข Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. โ€ข Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. โ€ข Ensures the integrity of financial and management systems and the controls that underpin them. โ€ข Provides support with respect to representation of the Secretary-General in meetings of legislative organs. โ€ข Represents UNDCO or division in inter and intra-departmental meetings. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Incumbents may be asked to perform other related duties. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in business administration, finance, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage. Job - Specific QualificationA recognized accountancy qualification (e.g. Certified Public Accountant (CPA), Association of Chartered Certified Accountants (ACCA), Chartered Institute of Public Finance Accountants (CIPFA) is desirable. Certification in internal audit or related field is desirable. Work ExperienceA minimum of seven (7) years of Progressively responsible experience in finance, administration, budget, business administration or related area is required. Two (2) years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the UN Secretariat. For the post advertised, fluency in oral and written English is required; knowledge of another UN official language is an advantage.
