Org. Setting and ReportingThe temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent reports to the Chief Medical Officer, UNSOH. This temporary position is based in Port-au-Prince, Haiti, and is located with the Medical Service Section (Brabat Support), UNSOH. ResponsibilitiesWithin delegated authority, the Medical Officer, P3 will be responsible for the following duties: Clinical Services Management -Undertakes the workplace clinical services, perform day-to-day clinical duties, including first aid and emergency care, access to UN programs such as PEP kits, and effective referral to local and contracted healthcare services. -Undertakes day-to-day occupational health duties: pre-placement and periodic medical examinations, preparing staff for travelling by providing immunizations, malaria prophylaxis, travel kits, etc. -Refers and follows up staff to outside specialists as necessary. -Develops and oversees the delivery of occupational health and safety programs including workplace and home ergonomics programs and workplace safety and health risk assessments. -Oversees the delivery of effective workplace or general health promotion programs -Develops, exercises, and provides a local emergency response / mass casualty capability integrated with local security plans. -Advises on other aspects of health including public health relevant to the mission area, through liaison with host state/host nation health authorities. -Ensures quality in services including the implementation of quality control mechanisms and procedures, the use of published UN clinical guidelines, and adherence to patient safety and adverse event reporting requirements. Medical Administration -Provides expert advice on medical standards for recruiting medical personnel, sick leave, and evacuation repatriations. -Participates in the development and implementation of health support plans, local emergency response plans, and mass casualty capability business continuity plans, which are integrated with local security plans. -Oversees the provision of recommendations related to medical entitlements and manage sick leave cases effectively. -Develops and implement return-to-work programs, monitor sick leave usage, and liaise with healthcare providers as required. -Manages medical evacuations and repatriation services where required and oversee advisory services to internal bodies as necessary. -Deputizes for the Chief Medical Officer during his/her absence. Supervisory -Leads and manages the work and results of all staff working in the UN Clinic, including clinical and administrative staff, and where appropriate occupational safety staff or remote staff supervised by the medical service. -Ensures timely recruitment, onboarding, and training of new staff. -Oversees effective performance management and continuous professional development, including career planning. -Implements and monitor training programs and ensures compliance with UN healthcare facility standards and Healthcare Quality and Patient Safety (HQPS) requirements. -Conducts annual planning and budget preparation; monitor budget performance and reporting. -Manages and control access to the EarthMed medical record system, ensuring data integrity. Ensures medical confidentiality and proper release of medical records in accordance with UN policies. -Develops, tracks, and reports key performance indicators (KPIs) for health support services. Responds to audit requests and ensure accurate documentation of health performance. -Undertakes mediation and represent the medical service in formal dispute resolution processes. Advisory, liaison and representation -Undertakes regular coordination with the Office of the Director, DHMOSH UNHQ, contributes to the development of UN healthcare policy, and ensures alignment of policy and practice in UN health care services. -Represents the medical service at events and meetings with other UN entities and in national and international fora. -Oversees workplace health and medical service communication products, and liaison/outreach with external actors. -Briefs and advises senior management on all healthcare matters relevant to the workplace, including health policies, business continuity, enterprise risk management, and representation at crisis response and related bodies. -Represents the medical service on health and medical entitlements matters before the UN judicial system and UN investigative bodies. -Ensures effective occupational health representation at the local occupational health and safety committee. EducationA first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB or equivalent), is required. Job - Specific QualificationCurrent unrestricted registration with the medical licensing authority of one of the Members States of the United Nations, is required. Training in Emergency medicine and Trauma care is desirable. Work ExperienceA minimum of five (5) years of progressively responsible clinical experience in one of the areas of medicine is required. Qualification and experiences in emergency care is required. Two years of managerial experience in the medical field including budgeting, supervisory responsibilities and resource management are desirable. Experience in an International Organizations with field deployments is desirable. Experiences in emergency medicine and occupational health are desirable. Experience with team and/or project management is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
