Standard Job DescriptionExternal Relations Associate Organizational Setting and Work Relationships The External Relations Associate is normally supervised by the External Relations Officer or another professional staff depending on the staffing structure of the Office. The incumbent receives regular guidance and advice from the supervisor. Advice and operational support may also be received from other senior staff and support units at the Country Office/HQ. External contacts are generally with a broad range of officials from national and international institutions, media or general public involving the exchange of a wide range of information. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity. Duties - Provide background briefings to local and international media. - Keep track of evolving issues concerning persons of concern to be able to suggest stories and topics for the media to cover. - Provide daily briefings on local developments to the Head of Office and ensure that briefing materials from other offices are available. - Accompany visits of foreign delegations and the media to refugee sites in the region, giving appropriate briefings, commentaries and prepare briefing material for visitors. - Establish contacts with local organisations to promote general interest and understanding of refugee issues - Ensure that the office is kept informed of local developments which may have a political or operational impact on the office's activities. - May be required to compile information and SitReps received from the Field Offices and/or sections within the Office and consolidate into weekly/monthly/quarterly report. - Advise the Head of Office of local aspects of external relations policies. - Liaise with external partners and local organizations on behalf of UNHCR. - Produce reports and briefings for internal and external partners. - Perform other related duties as required. Nature of Position

Uganda currently hosts 1.5 million refugees and asylum seekers, with the majority coming from South Sudan and the DRC Congo. Despite this immense challenge, Uganda has one of the most progressive asylum regimes globally, and it is known for hosting the largest number of refugees in Africa. Uganda is currently facing multiple emergencies around its borders, and it hosts the largest number of refugees in Africa.

The Government of Uganda is a signatory to the 1951 Refugee Convention and its 1967 Protocol. Refugees are granted a range of rights and freedoms, including freedom of movement, access to public services such as health and education, the ability to seek employment, and to start their own business.

Ugandaโ€™s refugee response is co-led by the Ugandan Governmentโ€™s Office of the Prime Minister (OPM) through the Department of Refugees (DoR), United Nations High Commissioner for Refugees (UNHCR), and most recently, Ministry of Local Government (MoLG). The humanitarian response is coordinated through the Refugee Coordination Model following the Uganda Country Refugee Response Plan (UCRRP), 2022-2025. UNHCR is also coordinating humanitarian partners on the design and reporting of the country chapters to the Regional Refugee Response Plans to the South Sudan and the Congolese situations.

Uganda is among the first countries to adopt the Comprehensive Refugee Response Framework (CRRF) and the Global Compact on Refugees (GCR) since its affirmation in 2018. The GoU implements the Global Compact on Refugees (GCR) through its Comprehensive Refugee Response Framework (CRRF), emphasizing the inclusion of refugees into national systems, particularly in the education, health, and livelihoods sectors. This approach, combined with progressive refugee laws and freedoms, provides refugees in Uganda with significant prospects for dignity and self-reliance. The country has accepted an invitation to co-convene the upcoming GRF in December 2023 in Geneva.

The External Relations Associate - GS6 position, based in Kampala within the External Engagement team, reports to the Associate Reporting Officer. The primary objective is to support the fundraising and partnership management efforts of the operation. In addition to contribute to proposal drafting, this role places particular emphasis on tracking implementation and reporting on funded projects to effectively manage existing donor contributions. The role necessitates extensive analytical and drafting skills, as well as close collaboration with donors, UNHCR headquarters, and regional partnership management sections, in addition to working with country operation program and technical focal points for recorded contributions. The incumbent also serves as the UNHCR focal point for operational reporting and drafting of minutes taking.

The overall goal of the position is to strengthen and enhance UNHCR's engagement with external partners, including donors, within the context of Uganda's progressive refugee response framework. External Relations Associate - GS6 plays a pivotal role in supporting the operation's fundraising and partnership management efforts.
