I. Position Information

Position Title: Excel Developer

Appointment Type: Consultancy

Duty Station: IOM-Bahrain/remote

Reporting directly to: Training and Learning Management Coordinator

Overall supervision by: Head of LMI, Head of the CIOP Hub, IOM-Bahrain

II. Background

The International Organization for Migrationโ€™s mission in Bahrain supports governments and other stakeholders in developing tailored orientation programmes with key information that will be disseminated to prospective, outbound, newly arriving, and returning migrant workers. This approach could contribute towards supporting well-informed decision-making, enhancing skills to effectively navigate work and life abroad, and manage different components of the labour migration cycle.

Within this scope, IOM is supporting the governments in their initial phase of rolling out a post-arrival orientation (PAO) programme. In order to measure the success of the orientation programme, an Orientation Management System (OMS) should be developed. This is a system that ensures that programmes are being delivered sustainably and responsibly, with special attention to data collection among other functions. This support also includes the development of all necessary training materials and tools for users of this system including Master Trainers (those expected to deliver orientation sessions) and Programme Managers (those expected to manage the overall orientation programme).

In order to do accomplish the above, an Excel Developer will be responsible for developing user-friendly yet powerful Excel-based tools that will support users in being able to monitor and track tasks in different areas of work. The Excel Developer will report directly to the CIOP Training & Learning Management Coordinator. S/he will work closely with the CIOP Hub andrelevant stakeholders.

III. Objective Of Assignment

The Excel Developer will be responsible for developing the Microsoft Excel-based OMS that is practical, user-friendly and sustainable, and in line with the needs of relevant stakeholders. This will include designing the OMS to be aesthetically pleasing, incorporating cues to guide users through the Excel sheets as necessary, as well as providing key support to the project team on its use.

The Excel Developer will be responsible for conceptualizing and developing an OMS, in line with the following tasks:

  • Review relevant documents shared by IOM to inform the conceptualization of the OMS;
  • Agree with IOM project focal point on timeline for submission of all deliverables;
  • Participate in consultations meetings with IOM missions and stakeholders to inform the design of the Excel based system and ensure it will meet the needs of its anticipated users;
  • Participate in project meetings, progress reviews, and status reporting to keep stakeholders informed about the development process;
  • Propose the concept, features and process flow chart(s) of the Excel based system;
  • Design a tailored OMS to be user-friendly, automated and aesthetically pleasant, ensuring ease of use and alignment with IOMโ€™s data protection principles;
  • Perform all forms of testing to ensure the operability of all the features of the management system;
  • Present the system internally and possibly to other stakeholders to pilot;
  • Finalize the system based on testing, reviews, and recommendations;
  • Include interface cues to guide users through the different sheets, as needed;
  • Ensure compatibility with different devices and operating systems;
  • Provide necessary training and guidance IOM staff on using the OMS and editing it on demand.

VII. Deliverables and Payment

The deliverables are expected to be as follows, with payment being conditional on submission and IOMโ€™s approval of the deliverables.

VIII. Required Education and Experience

  • Masterโ€™s degree in a relevant field such as computer science, information systems, or business administration.
  • Minimum of 5years of experience in developing Microsoft Excel management systems, preferably for international development/humanitarian organizations.
  • Proven track record of successfully delivering user-friendly and brilliant Excel solutions.
  • Expert-level proficiency in Excel, including advanced functions, formulas, macros and data analysis tools.
  • Experience in designing intuitive and visually appealing interfaces within Excel.
  • Familiarity with data privacy and security regulations, ensuring compliance in system development.
  • Ability to customize Excel templates and automate processes for increased efficiency.
  • Strong problem-solving skills and the ability to troubleshoot and enhance Excel systems for optimal performance.
  • Excellent communication skills and the ability to collaborate with stakeholders to gather requirements and deliver solutions that meet organizational needs and standards.
  • Strong conceptual and analytical abilities.
  • Ability to work under time pressure and deliver work of outstanding quality.
  • Strong writing skills in English.
