Organizational Context and Scope
Under the overall supervision of the Chief of Mission in Venezuela and the direct supervision of the Head of Programme, and in close coordination with the Protection Division at the Regional Office and Headquarters, the National Protection Officer will support the coordination and implementation of the IOM Venezuela Country Officeโs (CO) protection interventions, including, but not limited to trafficking in persons and gender-based violence.
The National Protection Officer will promote collaboration with ongoing protection programming in the country. In doing so, they will work in an integrated manner with the Protection Cluster and the Gender-Based Violence (GBV) and Child-Protection Area of Responsibilityย (AoR) and will provide protection mainstreaming support to other programmes across IOM Venezuela.ย The position will be based in IOMยดs country office in Caracas, with travels to field offices as required.
Assist in the coordination and monitoring of the operational, administrative and financial aspects of the protection interventions and projects in accordance with IOM policies and practices as well as donorโs requirements, including general protection assistance, specialized services (GBV, child protection, community mobilization), counter-trafficking (prevention and response) and nexus initiatives.

Keep the supervisor informed on the status of protection activities; identify gaps and suggest actions to improve implementation and strengthen protection mainstreaming.ย

Participate in the development and adjustment of work plans, project budgets, Monitoring & Evaluation tools and standard operations procedures to ensure alignment with Protection principles.

Assist in the implementation and monitoring of implementing partner agreements that include protection activities, by supporting project managers and relevant units in applying IOM protection standards and principles, and contributing to protection mainstreaming exercises. ย

Coordinate the collection, verification and analysis of data and background information for protection analysis; update information management systems on project related activities including project awareness and visibility, summaries and other relevant materials.

Support the collection and organization of information for stakeholder mapping to contribute to engagement efforts that strengthen prevention and protection in the context of migration. Assist in monitoring policy developments and drafting inputs or summaries for review by senior staff
Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements.
Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.ย
Contribute to the planning, development, organization and delivery of capacity building activities related to Protection targeting IOM staff, government and civil society partners, implementing partners and communities.ย ย

Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums, including the Protection Cluster and GBV AoR.

Participate in the preparation of project proposals and concept notes and assist in drafting planning documents in line with the IOM Venezuela protection strategy, while supporting related resource mobilization activities as requested.

Supervise and provide training and technical guidance to field protection personnel.

Undertake duty travel relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc.ย

Required Qualifications and Experience
Education
Bachelorโs degree in International Development, Law, Political Science, International relations, Diplomacy, Social Science or a related field from an accredited academic institution with at least two years of professional experience; or
Masterโs degree in the above fields.
Experience
Experience in the field of migration, internally displaced persons (IDPs), and protection.
Experience supporting protection programming, including GBV and/or human trafficking.
Experience supervising teams, and in guiding and delivering trainings.
Experience working with specialized international agencies, including UN agencies, international organizations, and international non-governmental organizations (NGOs).
Experience ย in humanitarian contexts in similar positions.
Experience in project management, monitoring, and evaluation.
Demonstrated ability to work effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance Country Office or regional objectives.
Skills
Knowledge of protection programming and protection mainstreaming
Knowledge of project development and reporting
Ability to manage a varied workload and prioritize tasks, work under pressure and meet deadlines
