1. Background

The Norwegian Refugee Council (NRC) provides a wide range of assistance in the Republic of Moldova, in the
following sectors: Information, Counselling and Legal Assistance (ICLA); Education; Shelter and WASH;
Livelihoods and Urban Displacement. The combination of NRCโ€™s diverse programming portfolio and
geographic presence, facilitates integrated access to basic services and fundamental rights for displacementaffected
people.
The ICLA programme in Moldova is focused on the provision of information, counselling and legal assistance
services on legal stay, legal documentation, employment rights, housing, land and property, essential
services, capacity building for relevant stakeholders and advocacy actions on legal protection.
ICLA Moldova will be implementing new digital modalities to provide relevant, accurate and timely legal
services and enhance interaction with project participants. The digital solutions initiative is a global ambition
of NRC in a bit to โ€œbecome a leader in using data and technology to deliver better results.โ€

2. Role and Responsibilities:

The ICLA Digital Transformation Coordinator will be the focal point for the design and operationalization of
Kobli at the local level. They will liaise with the HO/Regional Digital ICLA staff, oversee social media
campaigns to promote the availability of Kobli, maintain the website, ensure that information materials are
translated into relevant languages and ensure that content is uploaded to the site and is up to date.

Generic responsibilities:

1. Adhere to NRC policies, guidance and procedures,
2. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps,
3. Promote and share ideas for improvement and necessary changes in the activities,
4. Ensure capacity building of project staff and transfer key skills,
5. Support ICLA Specialist in collaboration with the ICLA Digital Project Manager to develop and execute
ICLAโ€™s vision and strategy for digital transformation,
6. Ensure compliance with the goals and objectives of the digital ICLA strategy,
7. Collaborate with Global ICLA team in Head Office to ensure alignment with global digital strategies for
ICLA,
8. Coordinate and manage digital ICLA initiatives,
9. Support learning and development of staff on digital initiatives.

1. Oversee the ICLA Moldova Digital transformation initiatives,
2. Lead the implementation of Kobli, the ICLA digital platform pilot and its further development and roll
out,
3. Coordinate legal content development and publication for the digital platform,
4. Lead the design of content, social media campaigns and reports,
5. Maintain the website and ensure that content is uploaded to the site and is up to date,
6. Ensure that information materials are translated into relevant languages (English, Romanian and
Ukrainian),
7. Oversee social media campaigns to promote the availability of Kobli,
8. Engage with relevant NRC staff at national and field level in the project to ensure participation,
compliance with and adherence to NRC policies and procedures, and continuous feedback,
9. Capture and document learning related to the digital transformation initiative in collaboration with
field staff, other country offices, the regional and the Global ICLA digital team,
10. Provide regular progress reports to the line manager and related senior management,
11. Share experience and lessons learned with other country offices in collaboration with the regional
and Global ICLA digital teams,
12. Contribute to the identification of possible collaboration opportunities with other actors, including
humanitarian, private sector, academia, and donors.

3. Competencies:

Competencies are important in order for the employee and the organization to deliver desired results. They
are relevant for all staff and are divided into the following two categories:

Professional Competencies:

These are skills, knowledge and experience that are important for effective performance.

โ€ข Bachelorโ€™s degree in social sciences, information technology, computer science, marketing, or
any other related field.
โ€ข Minimum 3 years of relevant experience in a similar position.
โ€ข Fluency in written and spoken Romanian and English. Knowledge of Ukrainian is an asset.
โ€ข Previous experience in graphic design is required, experience in digital transformation and
innovation is an asset.
โ€ข Interest in humanitarian work and legal programmes.
โ€ข Digital communication and copy writing.
โ€ข Knowledge of cloud and SaaS solutions, particularly CRMโ€™s such as Salesforce and MS Dynamics.
โ€ข Understanding and experience in conducting and applying human-centered design processes,
using Design Thinking methodologies for the strategic development of solutions, working in
collaboration with teams, relevant entities and beneficiaries.
