General Background

To date, UNHCRโ€™s CwC has primarily been through traditional forms of communication, including Participatory Assessment and Community Based Protection (CBP) in-person interactions. However, it has been well documented that refugeesโ€™ communication preferences have significantly diversified - with traditional channels, including radio and face-to-face, still being used, alongside an increasing uptake of digital platforms and social media. As UNHCR adapts to these changing preferences, new communications approaches are being adopted.
In line with UNHCRโ€™s accountability to affected people (AAP) commitments, the organization has recently invested in meaningful engagement initiatives that put refugees, asylum seekers, and other persons UNHCR protects preferences at the centre of its design. As a result, there has been an increased demand by operations in the Americas to implement digital communication channels for effective information-sharing and engagement with people using trusted tools.
UNHCR Multi-Country Office for Belize, Cuba, Panama, Nicaragua, and Southern Caribbean launched the Digital Communication with Communities strategy โ€œConfรญa en El Tucรกnโ€ in 2023. The initiative in Facebook and TikTok informs refugees and migrants about the risks of crossing the Dariรฉn jungle.
Purpose and Scope of Assignment
The Digital CwC Associate will work under the supervision of the Senior Protection Officer. S/he will strengthen UNHCR CwCโ€™s โ€œConfรญa en el Tucรกnโ€ strategy and other CwC activities in MCO countries, focusing on digital engagement channels.
Main duties and responsibilities:
- In close collaboration with the Protection and Communications teams, manage thematic campaigns and execute all digital UNHCR Panama channels, especially on โ€œConfรญa en el Tucรกnโ€ pages.
- Developing creative for digital campaigns/comms (videos, photos, and cards), building the impact of social media for CwC.
- Develop digital partnerships for CwC.
- Monitor, evaluate, and report on the performance of digital CwC platforms.
- Carry out communication activities around the project activities and their impact.
- Ensure two-way communications work effectively with a user-centric attitude.
- Develop contextualized work plans and budgets concerning digital engagement activities.
- Cultivate productive and collaborative working relationships and outcomes through continuous information sharing and inclusive work practices;
- Support the organization of user testing to finetune content and user experience;
- Perform other duties as required.

Monitoring and Progress Controls
A workplan will be agreed on at the beginning of the contract, with the incumbent and operations defining key activities and project timelines to ensure efficient delivery of expected outputs. Frequent meetings will be organized between the supervisors and the contractor to discuss advances, track progress, and discuss how to overcome potential challenges.
Qualifications and Experience
a. Education
Undergraduate degree (essential) or Advanced degree (desired) in Social Communications or a related field.
b. Work Experience
- Minimum two years experience working in communications teams;
- Knowledge of existing guidance on the application of social media and digital tools in humanitarian contexts - including Data Protection, Data Privacy, and Online Safeguarding concerns;
- Understanding of key frameworks/tools outlining key UNHCR AAP commitments;
- Demonstrated experience developing operational level/policy level guidance, particularly for organizations operating in refugee or other humanitarian contexts and ideally pertaining to the use of social media;
c. Key Competencies
- Demonstrable experience in effectively coordinating digital/social media projects;
- Demonstrable experience with communications/design software.
- Excellent domain of Spanish (C2 - both written and spoken) essential, Advanced knowledge in English (B2 - both written and spoken) desirable
- A versatile and skilled writer with demonstrated experience in quickly articulating complex and / or technical concepts in simple terms;
- Strong skills in drafting documents and reports of high quality and clarity;
- Highly organized and autonomous, able to multitask and prioritize workload when necessary;
- Strong time management skills, including the ability to work quickly and meet deadlines;
- Ability to work as a team
- Strong interpersonal skills, including across cultural contexts.

Please note that this position is offered under the UNOPS LICA contract at LICA-6 level until 31 December 2023. Persons interested in applying for this position must be legally present in Panama during recruitment.
