Standard Job Description Senior Data Analyst and Systems Developer Organizational Setting and Work Relationships The Senior Data Analyst and Systems Developer works under the direct supervision of the Director of the Division of International Protection (DIP). The DIP has taken on an increasing level of responsibility in recent years with regard to the collection, analysis and dissemination of protection-relevant data and statistics. With the Global Compact on Refugees (GCR) emphasizing the importance of data and evidence as a cornerstone of protection and solutions interventions, the role of the Division is expected to grow further in this regard in the coming years. This vision is complemented by the ongoing UNHCR Data Transformation which will require the Division to take the lead in protection-relevant data and statistical activities internal or external to the organization. The Senior Data Analyst and Systems Developer will serve as the Division's focal point for the global collection, analysis and dissemination of protection-relevant data, in collaboration with internal and external stakeholders, with special emphasis on resettlement and complementary forms of admission for refugees. As such, s/he will be providing technical leadership to develop clear and efficient processes for collecting, analysing, synthesizing and reporting on a range of protection datasets and support the development or enhancement of web-based portals and dashboards to monitor operational performance in core protection areas. S/he will also support the implementation of the GCRยฟs indicator framework for indicators falling within the Division's area of work. The incumbent will work closely with internal and external stakeholders to coordinate and support the compilation, analysis and reporting of protection data relevant to this context. The Senior Data Analyst and Systems Developer will advise fora such as the Annual Tripartite Consultations on Resettlement (ATCR) and its Working Groups, among other, on the best ways to collect and record this information. S/he will further work with States, the Organisation for Economic Co-operation and Development (OECD), the International Organisation for Migration (IOM) and other institutions, as deemed applicable, to explore the feasibility of collecting data on complementary forms of admission for refugees in a systematic way. Duties - Provide strategic vision and lead engagement with DIPยฟs senior management and its three services for the design and implementation of protection-relevant research and analytical products. - Contribute to the implementation of the GCRยฟs indicator framework by devising appropriate data collection and analysis mechanisms relevant to the Division's area of work. - Advise DIP as a whole on the appropriate methods and tools to be used in data collection and analysis activities. - Contribute to defining and promoting a vision for the use of protection data collected by the Division, particularly in planning, programming and advocacy. - Analyse technical and substantive reports and recommend required follow-up actions with regard to the strengthening of the protection-relevant evidence base. - As the Division's technical lead, support the development of web-based performance dashboard by linking multiple data sources, devising technical specifications and developing sets of protection-related indicators to monitor operational performance. - Conduct ad hoc analysis using data extracted from UNHCR's registration database proGres to inform decisions at policy and operational level. - Support capacity building and training activities on protection-relevant data collection and analysis. - Oversee and coordinate the continuous development and enhancement of the web-based Resettlement Data Portal with a view of setting up a harmonized, standardized and transparent data collection and dissemination tool accessible to internal and external users. - Lead the compilation, analysis and synthesis of substantive resettlement trends, emerging needs and research findings at regional or global level in order to produce new, cutting edge technical knowledge. - Develop and coordinate the substantive elements of collaboration in the area of resettlement and complementary pathways statistics together with the technical arms of States, regional and international agencies. - Draft and/or review statistical reports as they relate to resettlement and complementary pathways for refugees. - Apply statistical scenarios and models to project country-specific or global resettlement submissions based on historical, recent and seasonal trends. - Play a key role in building up and monitoring the statistical evidence for the implementation of the 3-Year Strategy on Resettlement and Complementary Pathways (2019-2021). - Coordinate the data collection and analysis of complementary pathways for the admission of refugees together with the OECD as part of a joint effort to improve data in this area. - Support the Division's Refugee Status Determination (RSD) Section in the roll-out and monitoring of its RSD Performance dashboard by ensuring technical integrity, data quality and analysis meet minimum statistical standards. - Coordinate UNHCR's statistical contribution to the joint UNHCR-IOM Sustainable Resettlement and Complementary Pathway Initiative platform. - Represent UNHCR in technical or policy events, meetings and conferences in relation to protection-relevant statistics to advocate for sound strategies, policies and guidelines with regard to the building of evidence. - Perform other related duties as required. Minimum Qualifications Years of Experience / Degree Level For P4 - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree Field(s) of Education Social Science; Demography; Statistics; Information Management; Data Science; Economics; or other relevant field. (Certificates and Licenses marked with an asterisk* are essential) Relevant Job Experience Essential At least 7 years of experience in statistics, data analysis, data collection or methodological development, of which at least 5 years in an international context. Experience with statistical analysis to support policy formulation and implementation. Experience in results-based management and evidence-based planning. Excellent conceptual and analytical capability and track record in developing tools/methodologies to ensure informed and responsible decision making. Desirable Experience in strategic planning and building evidence for policy makers. Knowledge of national and international statistical systems. Knowledge of international protection, human rights or international humanitarian law. Familiarity with UNHCR's registration systems would be an asset.
