Job description

Development Workers provide their professional experience and skills at the grassroots level in support of sustainable development. The engagement follows an understanding of consultancy that promotes change on an equal footing with local partners. This position forms part of GIZ’s project „Supporting Decentralization as Contribution to Good Governance in Rwanda”, which aims at strengthening the decentralization process to ultimately improve the provision of public services for citizens. This is done by supporting capacity development at the local level, fiscal decentralization, and through fostering Citizen-State Relations.

Your tasks

Support the development and implementation of a citizen participation App; Imihigo Watch Advise on the development of a digital complaints system in cooperation with the GIZ Digital Transformation & Digital Economy Cluster Support the project “Prevention of sexualized and gender-based violence” in the development of a chatbot for victims of violence Provide advice, training, manuals, and mentorship to selected Chief Security Officer (CSO) partners in the governance cluster on digitalization with a focus on enhancing citizen participation Contribute to the conceptual design of digital solutions to enhance good governance specifically at the sub-national level Support the governance cluster in identifying meaningful digital tools to enhance the work of CSOs as well as local and national government partner entities within the cluster

Your profile

University degree in information technology, social science, development studies, architecture/ urbanization, public management and governance, or any other relevant field Experience in applying digital applications as citizen participation tools, especially in local planning and monitoring processes Experience in advising organizations in using digital tools Working experience in cooperation with local governments/local communities Working experience in development cooperation; working experience with German Development Cooperation will be an asset Strong skills in teamwork, networking, facilitation, and cooperation Structured way of working with a high level of self-organization and creativity Business fluent in English
