GIZ International Services is looking for a Deputy Team Leader for the EU funded project โ€œGeorgia European Union Integration, DCFTA implementation and SME Development Facilityโ€ in Tbilisi, Georgia. The overall objective is to strengthen Georgian public institutions capacity to comply with the commitments under the EU Enlargement Pack including obligations under the EU-Georgia Agreements, with particular focus on EU-Georgia Association Agreement. The project shall support Georgia`s legal and institutional convergence with the EU Acquis and promotion of inclusive and sustainable growth in Georgia including on business, trade, environment and better skills matching as well as Strategic Communication on EU Integration Issues.

Ihre Aufgaben

The Deputy Team Leader (DTL) will support TL in performing contractual arrangements related to the project and replace TL in her/his absence, including in liaising with the Contracting Authority. The DTL will be in charge of horizontal coordination of project activities with the project's stakeholders; facilitate communication between the Government and the Parliament in coordination processes related to the EU-Georgia Agreements including AA/DCFTA.

The DTL shall particularly ensure the project's effective coordination/communication with all the relevant national institutions and stakeholders (Government institutions, Parliament, CSOs, businesses associations.) as well as with international partners. Further, the DTL will steer the project's inputs aiming at facilitating the dialogue between the Government/Parliament and civil society. Together with the Team Leader, s/he will be responsible for the smooth and efficient project management and facilitate the ownership of the project by the project partner institutions.

Qualifications and skills

Minimum Master degree in subject area related to the tender or, in its absence, equivalent professional experience of a minimum of 5 years' in addition to the general professional experience as required below; Fluent oral and written communication in English.

General professional experience (gained within last 20 years before the tender submission deadline)

Minimum 10 years as public official and/or advisor and/ or consultant in policy planning and coordination at state level

Specific professional experience (gained within last 20 years before the tender submission deadline)

Working experience as key expert and/or component leader in international technical assistance projects in the field of enlargement and/or association process with the EU. Minimum expert input is at least 660 WD; Minimum 3 years as public official and/or consultant and/or advisor in EU approximation and/or EU- related institution building activities; Asset: Minimum 2 years working experience in inter-institutional and/or law making process. Asset: Fluent oral and written communication in Georgian.
