We are currently seeking qualified Deputy Chief of Party candidates to be proposed on the anticipated USAID/Guatemala Combating Corruption in Guatemala Task Order issued under the Programming for Prevention and Peacebuilding (P4P2) IDIQ. The projectโs anticipated primary focus is on improving the effectiveness and coordination of the justice system in Guatemala, a critical component in mitigating fragility. Anticipated project activities will: fortify oversight bodies and institutions responsible for combating corruption ,fostering democratic governance, and upholding the rule of law; promote access to justice for traditionally marginalized populations and enhance citizen security and inclusive justice; drive substantive governance reforms that enhance legitimacy and minimize corruption; mitigate negative impacts of disinformation and propaganda by strengthening the capacity of institutions to monitor, counter, and lessen these influences; and issue subgrants to civil society organizations (CSOs) committed to reducing corruption and impunity. This project will take place for approximately 21 months, between September 2023 to June 2025, with an estimated budget ceiling between $20-25 million USD.
Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.
Job Summary:
The Deputy Chief of Party (COP) will assist the COP with the development and implementation of the projectโs vision, strategy, ensuring efficient operations and timely progress against schedules, achievement and quality of deliverables, and quality of results. S/he will supervise and coordinate the program operations and activity implementation team and will serve as the secondary institutional liaison with USAID. This position will report to the Chief of Party. It is expected that the DCOP will be located in Guatemala City, Guatemala with anticipated project-funded travel throughout the country. The position will report to the Chief of Party.
Primary Responsibilities:
- Assist the Chief of Party with strategic and operational planning, including work planning;
- Ensure project compliance with all reporting and financial requirements of USAID and FHI 360;
- Management of deadlines, drafting of reports, maintenance of records, and monitoring achievement of contract deliverables;
- Supervise and ensure the strong performance of a team of FHI 360 and subcontractor dedicated to the project and responsible for coordinating all activities and providing technical assistance and capacity building support to project staff, grantees, and stakeholders;
- Assist the Chief of Party in creating and maintaining good working relationships with USAID, subcontractors, and national and sub-national stakeholders;
- Establish appropriate monitoring mechanisms to ensure that activity progress and specific implementation concerns are regularly and promptly reported and that project objectives are met;
- Coordinate and contribute to all quarterly performance reports, contribute to monitoring, evaluation and learning (MEL) activities, and lead select activities aimed at fostering project learning and adaptive management;
- Serve as acting Chief of Party in his/her absence; and
- Manage long-term staff and short-term advisors, and partner staff dedicated to the Activity in a respectful and transparent manner, ensuring achievement of project results.
Position Requirements:
- Ten years of experience managing complex international programs (implementation, logistics, budgeting, staffing), preferably those funded by USAID, those conducted in Guatemala or similar contexts;
- Fluency in speaking, reading and writing in English and Spanish required;
- Bachelors degree , Masterโs degree preferred from an accredited university in a relevant field required;
- Demonstrated success as a project manager with organizational skills to successfully manage and coordinate large and disparate work groups;
- Experience in adaptive management preferred;
- Proven leadership and experience implementing and providing technical assistance to projects aimed at one or more of the following activity areas: institutional strengthening for judicial and other agencies responsible for combating corruption; strengthening governance and rule of law, including by driving reforms; promoting inclusive justice and access to justice for traditionally marginalized populations; enhancing citizen security; and/or strengthening civil society efforts to reduce corruption and impunity.
- Ability to develop and foster relationships with diverse local counterparts including government representatives, civil society organizations, donors, and donor-funded implementers; and
- Proven human resource management skills including staff development.
