Our Work In Sierra Leone:
Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.
Position Overview
The Data Manager is the responsible for the day-to-day data management at PIH SL supported health facilities. In this position, the Data Manager will be in charge to supervise a composite team of M&E officers, M&E coordinators, data clerks and archivists. To be efficient in this work, the Data Manager will work closely with the Health Statistics Manager, Senior Grant and Reporting Officer Evaluation and Research Manager.
Essential Duties and Responsibilities:
Team Management
- Promote wellness-informed environment to ease and improve staff productivity and performance
- Manage with efficacy all allocated resources (human, logistics, financial,โฆ) to him and his teams
- Participate along with the supervisor in producing annual work plan aligned with the strategic plan
Strengthening Health Information System
- Ensure the continuous monitoring of day-to-day routine facility-based data management activities including M&E activities at all PIH SL support health facilities under its supervision
- Supervise and facilitate the work of M&E officers and coordinators by developing strong and effective collaboration with site-based DHMT staff, PIH SL internal stakeholders: program managers, procurement, administration, HRโฆ
- Proactively participate in the design or the improvement of data collection tools at all PIH SL supported health facilities.
- At all PIH Supported facilities, ensure the data management system is aligned with clinical and patient workflows and design quality improvement interventions if necessary
- Ensure consistent and continuous compliance with national, and international standards (M&E, Health Statistics, data management โฆ)
- Conduct at least yearly data management needs assessment and actively participate in internal data/information quality audits
- Develop, on an annual basis, activities and interventions based on the SHISโ Health Information System Strengthening Plan (Pix2Pic), its strategic plan and PIH SL overall strategic plan
- Actively participate in PIH SL design, monitoring and evaluation, reporting and learning system strengthening
- Propose or suggest policies and procedures which will enable optimal privacy and security for paper-based and electronic patients records
- Develop and maintain routine data quality control plan for each PIH-SL supported-health facilities in Kono and Freetown for continuously improve their data management system
- Request regular feedback from the supervisor and provide regular feedback to the team.
Data Governance and Use
- Serve as active member of PIH SL Form Committee.
- Collaborate strongly with the eHealth team in the data warehouse design and implementation
- Represent the Health Statistics team at internal, national, regional and international conferences, summits.
Tovuti Learning Platform Super Use
- Complete the 6 month training of the learning program
- Serve as active member of Super User for the Tovuti Learning Platform Super User for Sierra Leone
- Collaborate strongly with the clinical education team to monitor and track all trainings being planned and conducted
- Enter data for the all trainings being planned and conducted at PIH SL
The Data Manager will also
- Be in support to Facilities assessment, research and evaluation punctual activities.
- Use the eHealth mapping model to translate stakeholders reporting requirement into software requirements
- Actively participate in Developing and sustaining a usable and comprehensive Indicators Tracking Tables (ITT) dashboard on MS Excel and PowerBI for internal use

Education and Work Experience Requirements
- Bachelorsโ Degree in data management or any relevant experiences in data management and M&E or other related field.
- Proven skills in Data management
- Minimum 3 years professional experience working in health information system managing multidisciplinary teams developing and using different health information platforms
- Familiarity with data collection tools such as MS Form; data aggregation and visualization tools such as Power BI, DHIS2, etc.
- Good understanding and familiarity with mobile data applications such as CommCare, REDcap, etc.; and sufficient knowledge about and exposure to projects that have used GIS component
- Ability to mentor and manage individuals with diverse educational, professional and cultural backgrounds
- Strong written and spoken English skills and ability to communicate clearly with a variety of stakeholders
- Excellent communication and training facilitation skills
- Excellent organizational skills and impeccable attention to details
- Ability to organize daily work with efficacy
- Work experience in resource-limited settings and/or rural areas
- Willingness to live in a remote site and travel regularly within the country
