FHI 360 is recruiting a Crime and Violence Prevention Team Lead for the anticipated USAID/Guatemala Smart and Secure Cities Project (projected to be $25-$50 million in size). The aims of this project are to a) reinforce the significant role of local governments in developing and delivering crime prevention at the community level; and b) develop accountable and transparent municipalities, through the strengthening of public financial, administrative, and regulatory measures so they become more responsive in delivering public goods and services, that focus on building safe and healthy communities.
This potential full-time position will be based in Guatemala City, Guatemala for the full life of the project (anticipated five years). Position is expected to begin after October 1, 2023. Employment is contingent upon successful award of the project to FHI 360, as well as USAID approval of the finalist.
Position Description:
The position will work under the leadership of the Deputy Chief of Party and will lead the implementation of Objective 1: Strengthened ability to address crime and violence through multisectoral collaboration and direct a technical team of approximately four staff. The Crime and Violence Prevention Team Lead will be responsible for the design and implementation of activities that will a) create collaborative systems to effectively reduce and respond to crime and community violence; b) create opportunities for at-risk populations through innovative and evidence-based secondary prevention interventions; and c) develop innovative tertiary prevention activities for former and repeat offenders to facilitate their reintegration to society and prevent recidivism.
Duties:
Develop and implement processes and procedures to achieve Objective 1 results and provides direction to ensure technical activities are compliant with client agreements, government regulations and FHI 360โs policies and procedures.
Engage local stakeholders in target municipalities to design a holistic model for crime and violence prevention that is effective in reducing acts of violence.
Work with critical local partners, design interventions that reach individuals who are on the higher risk prevention level; using a diagnostic/targeting tool to assess risk level and measure different risk and protective factors at the individual, relationship/family, peer group, community, and societal levels.
Oversee the development of strategies and interventions to: provide capacity building for local actors to provide crime and violence prevention services to vulnerable communities utilizing best practice and evidence-based approaches; provide services and educational and economic opportunities for vulnerable populations, including access to mental and physical health services and treatment; reintegrate and rehabilitate former and repeat offenders and develop, with local partners, re-entry activities that focuses on women/repeat women offenders.
Design strategies and develop public-private sector cooperation and activities that result in private sector participation in enhancing safe and security policies by investing in critical high crime areas.
Ensure high quality technical deliverablesโincluding contributions to workplans and quarterly and annual reportsโare developed on schedule and within budget parameters.
Collaborate with the MEL, grants, and finance and operations teams to ensure the effective implementation, monitoring, and evaluation Objective 1 activities.
Promote project success by collecting, writing, and distributing success stories, case studies, photos, and outreach at events and supports knowledge management within the project.
Support performance management and professional development of direct reports, including ongoing feedback, coaching and career support.
Qualifications:
A Masterโs degree in social sciences, international development, public policy, public administration, or another relevant field.
8+ years of relevant experience in technical implementation of large projects and/or programs.
Familiarity with municipal violence prevention service delivery in Guatemala.
At least four (4) years relevant experience providing strategic-level input and advice related to: crime and violence prevention, reintegration and rehabilitation of former offenders, citizen engagement and/or local governance.
Ability to partner with a variety of individuals and organizations, US government officials, national/local government officials, international agencies, donor organizations, or stakeholders to achieve program results.
Demonstrated ability to think strategically and navigate politically sensitive terrain.
Proven experience hiring, training, and supervising teams, including remote staff.
Demonstrated interpersonal skills and ability to communicate effectively (verbally and in writing) in Spanish; professional proficiency in English preferred.
Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through monitoring and evaluation systems.
Familiarity with USAID approaches to political economy analysis; adaptive management; and collaborating, learning, and adapting (CLA) preferred.
Previous experience working in Guatemala on projects of similar scope and complexity (and especially those having addressed municipal governance) highly preferred.
