Consultant Data Manager, Public Health and Humanitarian Information
Purpose of consultancyย
The Consultant will assist the humanitarian and health cluster team in collecting and processing humanitarian crises related data and information for the African region. He/She will assist in building an online platform for data entry. He/She will assist in the update of the data used for the implementation and maintenance of the online tool.
Background ย
The mission of WHOโs Health Emergencies Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.ย
The emergencies, preparedness and response cluster has the mandate to collect and analyze COVID-19 data in the region, and to propose quality products to the public and to various stakeholders in the WHO African region. There exist multiple data and information that are segmented and not adequately collected, stored, cleaned and dispatched. The frequency of humanitarian crises in the region requires the existence of a central place where various information related to events ad operations could be visualize. Beyond situational appraisal, such a tool will also be helpful for decision making and planning of operations related to humanitarian crises..
Deliverables
- Collecting and processing humanitarian crises related data and information in the Partners Platform, including readiness checklist and readiness intelligence and linking to other designated platforms, for the African Region
- ย In association with the humanitarian crises and information systems (IS) HIR teams, the consultant will assist in the collection of humanitarian crises related data and information for the African region as drafted by the existing Conceptual Data Model. The incumbent will liaise with focal points in countries to make sure data needed and processes and tools for data collection and entry are adequate. He will assist in the processing of collected data and information, to make sure they comply with the architecture of the online tool to be built.
- Building and maintaining data on Partners Platform, readiness checklist and readiness intelligence and linking to other designated online platforms.
- ย The consultant will also work with the HIR IS team to build and test the data entry platform with the perspective of automating processes. He will also work with the IS team to make sure any change or update required is rapidly and smoothly made.
- Update of the data used for the implementation and maintenance of the Partners Platform, readiness checklist and readiness intelligence and linking with other designated online tools.
- The consultant will be in charge of the update of data used to visualize information on the online platform to be developed. He will liaise with focal points to ensure data are shared as designed in the data sharing protocol.
ย ย ย ย ย ย ย - Communication Processes
- The consultant will liaise with the EPR GIS specialist for guidance to avoid duplications and guarantee quality work is delivered as required by the TORs. ย He/She will work closely with the Humanitarian crises team, and the partners platform team in Country offices, AFRO and HQ.
Qualifications, experience, skills and languages
Educational Qualifications
ย Essential
At least 2 years of experience as data analyst including public health domains.
Experience
ย Essentialย
At least a minimum of 5 years' experience in humanitarian information management, disease surveillance, prevention, and control. Proven experience and knowledge of implementing epidemiological surveillance activities at country level.. Experience using DHIS2 or other data management platforms
Desirableย
- Experience in using R and Shiny/ Power BI
- Programming skills (Python, Java Scripts, etc.)
- Experience working on public health data in emergency situations.
Skills/Knowledge
Good interpersonal skills and good team player
Languages and level requiredย
Expert knowledge of English and intermediate knowledge of French. The language requirements are interchangeable

On site in EPR Dakar Hubย
Travelย
The consultant will initially travel to Dakar and during the assignment may make other trips as required.ย

Remuneration
Band level A, USD 5,480/month
Living expenses
A living expense is payable to on-site consultants who are internationally recruited: Currency and rate will be communicated in due course. ย ย
