Background:

NRC is an international NGO that has been operating in Somalia since 2004 that supports displaced persons and other people of concern. In Somalia, NRC provides multisectoral integrated humanitarian support to the targeted communities in different regions of the country. NRC is one of the leading organisations implementing Durable Solutions projects in Somalia to address the needs of displacement affected communities.ย 

NRC anticipates EU funding to implement an integrated multi-year project known as Fostering social cohesion through durable solutions and building resilience to displacement under the Boosting Resilience and Adaptation to Climate Change (BREACH) programme in Jowhar District. The project seeks to build resilience to displacement and climate-induced disasters, foster social cohesion and integration to achieve durableย solutions for Displacement Affected Communities (DACs) in Jowhar, Hirshabelle state. The project will be implemented in a consortium led by NRC with ACF and WARDI as other members. The project will support the target communities withย WASH, Health and Nutrition, Livelihood and Food Security, and DRR. Therefore, NRC seeks to recruit experiencedย Consortium Project Coordinator basedย in Mogadishu to coordinate and support the implementation of the project.ย 

Purpose of the role:

The Consortium Coordinator is to lead the coordination and management of EU funded Durable Solution Consortium Project, this support will focus on project management in accordance with NRC PCM Framework, as well as strengthening the synergies, collaboration and engagement between NRC and the other Consortium partners. Furthermore, the Coordinator will strengthen the relationships and coordination between the Consortium and external partners, Clusters/WGs and other relevant stakeholders.

Role and responsibilities:

The following is a brief description of the role.ย 

Generic responsibilities:

Adherence to NRC policies, tools, handbooks, and guidelines. Oversea the implementation of delegated Consortium portfolio according to plan of action. Conduct quality control and provide technical support to implementing partners. Coordination of implementation of the Consortium work plan (activities, budget and project documentation) in line with proposals, strategies and donor requirements. Provide specific technical support and capacity building to Consortium partners. Assess, promote and document ideas for technical improvement and further program development options. Prepare and develop quarterly and donor reports as required by management. Coordinate between all parties under the Consortium. Ensure proper filing of documents

Specific responsibilities:

Support the development and implementation of Consortium Strategy in line with evolving needs, operational context, and technical practices. Coordinate with Consortium members to ensure implementation of activities, compliance withย donor guidelines/rules/regulations and contractual obligations, and accountability to beneficiaries. Oversee financial compliance, grant/risk management and related areas in line with donor rules and regulations for activities implementing by consortium partners. Inform the Other Members about any significant variations of Project Activities, project expenditure or reporting deadlines. Convene the project management committee meetings, update the committee members on the progress of the project and follow-up on the implementation of the committeeโ€™s decisions/recommendations. Organise and chair quarterly project planning and review meetings with partners toย discuss and track program progress against work plans, record and follow up on action points. Lead formation of consortium technical working, development of ToR and convene meetings in accordance with the ToR. ย ย  Build strong and cordial relationships with all the stakeholders involved in the project and foster collaborative practices that benefit from the expertise and capacities of all partners. Provide external representation to the consortium in local, state level and partner coordination events as may be convened. Takes the lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and disseminationย through events & meetings to the consortium members on annually or quarterly basis. Support the consortium partners in establishing, monitoring, and supporting adaptive management actions. Lead high quality, timely donor reporting including by developing/preparing templates, maintaining a regular schedule of reporting, reviewing Member report submissions for completion and quality, and consolidating final narrative reports into a coherent narrative. Works closely with the consortium memberโ€™s Communications focal points and NRC Somalia Communications and Advocacy team on providing programme content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders. Contribute to donor relationship management by attending routine and ad-hoc donor meetings and coordinating with Members to prepare necessary updates. Takes lead in coordinating revisions of logframe and budget as necessary and in collaboration with the head of departments and Members. Contribute to the development of new programme proposals.

Generic professional competencies for this position:ย 

Applicable degree in international relations, business, economics, or related field. Proven experience in humanitarian/development aid in complex and/or insecure environments. Demonstrable experience with durable solution or resilience programming and/or measurement, experience managing consortium would be an advantage. Excellent report and proposal writing skills in English language, including synthesis and elaboration of qualitative and quantitative inputs/data (compilation of reports alone is not adequate). Excellent English language communication skills โ€“ negotiation, networking, influencing, public speaking and facilitating workshops at different levels. Ability to work closely with field based national staff and experience in various staff training and development approaches. Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks. Ability to write high quality concept notes and technical sections for donor proposals.

Context related skills, knowledge and experience:

Knowledge of the context in Durable Solutions programming. Knowledge of the context of Somalia Experience from working in complex and volatile contexts, multi-country disaster preparedness, response and recovery programming. Experience with project development Experience with Consortium coordination Experience in resource mobilization and working with various donors and conversant with their technical frameworks and strategies Safety and security awareness training
