1. Organizational Setting and Work Relationships
The Communication/PI Assistant will report to the Head of Office and will have regular contacts with the national Public Information Unit for the discharge of the duties. The incumbent will support the elaboration and implementation of the Office's Public Information strategy, including by coordinating with internal and external stakeholders and service providers. The Communication/PI Assistant will support the Office in Manaus to develop internal communication products and elaborate external and internal reports.
The incumbent will support the Office with media requests, liaise with other external entities/partners regarding public information activities as well as reporting and produce original content for UNHCR communication channels, ensuring the visibility of UNHCR and partners in this operation, always taking into account protection concerns and the best interest of beneficiaries. The nature of certain tasks requires discretion and confidentiality as per UNHCR standards and practices.
To respond to the Venezuelan Emergency, UNHCR Brazil scaled up its presence in Amazonas through the establishment of a Field Office in its capital Manaus. The Office regularly works in collaboration with partners, including federal, state, and municipal governments; UN organizations, international and non-governmental organizations, and actively seeks engagement with the private sector. It is committed to the principle of participation, believing that people forced to flee, and stateless people should be involved in decisions that affect their lives.
Manaus is the largest city in the northern region of Brazil, with over 2 million inhabitants (IBGE, 2022), and one of the main reception areas in the country for refugees and migrants coming from Venezuela. According to the Federal Police, the government entity responsible for registering and documenting foreigners, over 81.000 refugees and migrants of different nationalities were registered in the State of Amazonas between January 2018 and April 2023.
Apart from the Venezuelan Situation, the Public Information Unit performs several other activities to highlight the plight of refugees and their achievements, to strengthen UNHCR brand visibility, to increase engagement with the refugee cause, to recognize donor's contribution and to promote a more favorable protection environment. The incumbent would also support activities under the area of responsibility of the Field Office, therefore including other states in the northern region.

2. Position Responsibilities and Duties
โข Ensure effective communication, visibility, and knowledge management within UNHCR Manausโs area of coverage and to external audiences.
โข Support donor relations and donorโs visibility.
โข Undertake filed visits to gather the information and communication materials related to the program.
โข Regularly develop visibility materials such as UNHCR web stories, social media content, FB ads, Tweets, leaflets, newsletter and share stories with HQ for special events.
โข With support from the national Associated Reporting Officer and Program Officer, produce high quality program progress reports as per donorโs and UNHCRโs requirements.
โข Support other reporting activities within the area of responsibility as may be relevant.
โข Support Public Information activities on peaceful coexistence.
โข Respond to routine telephone and written enquiries from a variety of sources such as the media, the public, NGOs and government officials etc. in coordination with relevant counterparts.
โข Maintain PI files up-to-date.
โข Perform other related duties as required.
3. Essential, desirable qualifications and required competencies:
- Completion of Secondary Education with post-secondary training in Journalism, Advertisement, International Relations or related field.
- Minimum 1 year of previous relevant job experience.
- Working knowledge on production and management of social media tools.
- Basic knowledge on photography and video production.
- Communication and computer skills: MS Office, including Excel, Word, PowerPoint and Outlook, Adobe Premiere, Photoshop, InDesign, etc.
- Excellent drafting skills as well as translation and interpreting skills.
- Fluency in Portuguese. Working knowledge of English and Spanish.
- Desirable completion of UNHCR Learning Programmes or specific training relevant to functions of the position.
- Knowledge of another UN language is an asset.
