Child Protection Information Management for Case Management (IM4CM) Consultant

UNHCR, the UN Refugee Agency, is offering a home-based consultancy position within the Child Protection and Youth Unit.

UNHCR released its updated Best Interests Procedure Guidelines: Assessing and Determining the Best Interests of the Child (BIP Guidelines) in 2021. The BIP Guidelines combine a conceptual framework of the best interests of the child with field-driven, operational guidance to provide one consolidated, practical frame of reference for staff and partners in the field. The BIP Training Pack and the BIP On-Line Learning Modules were released in 2022 to support UNHCR staff in the field to develop their knowledge and skills to deliver quality Best Interests Procedure for children at risk. UNHCR continues to enhance the two training tools to better respond to the needs of staff and partners. UNHCR is releasing the new Child Protection Policy in 2023 with an accompanying implementation pack for field-level roll out.

Since 2016, UNHCR has globally rolled out the use of proGres – UNHCR’s corporate, centralised, software application for information management for refugee protection case management. UNHCR is committed to improving the quality of information management for child protection case management (BIP), data literacy and analysis across the organisation, in turn supporting quality of BIP and refugee protection case management. UNHCR is undertaking a substantial revision of training and roll out procedures for proGres CP module, to support the uptake of the usage of information management tools in BIP, including proGres, and widely disseminate inter-agency guidance and templates.

UNHCR and UNICEF, co-leading the global Case Management Task Force activity group on Information Management for Case Management have developed guidance, tools and templates to improve the quality of information management for case management at the field level. Through a series of global webinars on IM4CM, data and BIP the UNHCR aims to disseminate the guidance and tools and enhance the capacity of field colleagues in results-based monitoring and data analysis.

Title: Information Management for Case Management Consultant

Organisational context

The Child Protection Unit leads UNHCR’s institutional work on child protection in the Division of International Protection at UNHCR Headquarters. This work includes providing guidance and learning on key areas of work such as Best Interests Procedures, and information management for case management.
The Best Interests Procedure is UNHCR’s framework for child protection case management. Information Management for case management includes the collection, storage, sharing, processing, and analysis of children (and their parents/caregivers) personal data. Further, this includes the use of digital tools and systems to ensure safe, secure, and ethical handling of personal data and sensitive information. UNHCR’s institutional tool for information management is proGres, part of the PRIMES digital ecosystem – a cloud-based tool for refugee protection case management.

The position

The consultant will be contributing to the roll out and implementation of a number of key internal and inter-agency tools for data protection, information sharing and in Information Management for Case management (IM4CM) and developing learning content on Information Management (IM) and use of proGres Child Protection (CP) module for Best Interests Procedure. The consultant will be responsible for the development of four 2-hour global webinars on IM4CM and BIP, updating the Community of Practice, as well as developing an additional training module on proGres CP Module for BIP, the development and adaptation of existing BIP training materials and preparation of the 2024 learning program on information management and BIP, including two face-to-face (F2F) trainings. Further, the consultant will develop the implementation pack for the new UNHCR Child Protection Policy.

Duties and responsibilities

1. Develop the UNHCR Child Protection Policy Implementation Pack for Dissemination in 2023

• Including briefing and training presentations, and a short How-to guide for implementation of the Policy.

2. Preparation, production, and coordination of four 2-hour global webinars on information management and Best Interests Procedure for UNHCR Staff and partners (where applicable).

• Including support to the dissemination of global inter-agency products and the updating and maintenance of the Information Management for Case Management (IM4CM) section of the UNHCR Child Protection Community of Practice.
• Remote field technical support where required in responding to field queries and sharing key resources.

3. Development of an additional Training Module for the existing BIP Training Pack on the use of proGres Child Protection (CP) module, data protection and information sharing considerations, and information management for case management.

• Including the incorporation or accompaniment of existing online and self-learning tools developed by the Child Protection Unit, Data Protection Office and PRIMES Support Team.

4. Development of the integrated face-to-face (F2F) information management and BIP Learning Program for 2024 – including

a. F2F Training

• Course outline, training presentations, learning content, and the facilitation guide including session plans.
• Development of learning phases and their respective content for self-learning, the online learning components, and face to face (F2F) training component. Wherever possible, adaptation existing training materials and facilitation guides to integrate information management and the use of proGres
• Finalise preparation for two cohorts of the Learning Program including participant selection, pre-learning and pre-testing, post-workshop support plan for implementation and post-evaluation.

b. Desk review on available learning content for Child-friendly Communication to determine relevance of an additional online learning module in coordination with the UNHCR Global Learning and Development Centre (GLDC).

Essential minimum qualifications and professional experience required
The ideal candidate will have:

• Experience in working in the field on Best Interests Procedures and information management for case management
• Knowledge of UNHCR child protection work and UNHCR child protection framework and learning tools
• Experience developing and delivering technical training workshops for diverse participants/audience
• Experience in learning and development/capacity building
• Strong verbal and written communication skills in English, and in French is desirable
• Strong communication and consensus-building skills
• Advanced project management skills
• Advanced analytical skills
• Accountability skills

Desirable

• Fluency and/or strong verbal and written communication skills in French
• Experience in working with UNHCR
• Experience with UNHCR proGres identity and information management system
