Nature of the consultancy:

IOM aims to engage a consultant trainer to design and deliver capacity building activities for a range of stakeholders to combat Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) in Pakistan.

Project Context and Scope:

IOM Pakistan is implementing the project โ€˜Strengthening Government of Pakistanโ€™s Capacities for Countering Trafficking in Persons (TIP) and Smuggling of Migrants (SOM),โ€™ funded by the Ministry of Foreign Affairs, Denmark. The project seeks to support efforts of the Government of Pakistan (GOP), specifically the Federal Investigation Agency (FIA) to combat TIP and SOM, by adopting a rights-based and gender-sensitive approach and through delivery of various capacity building activities for a range of stakeholders on strengthening prevention and protection responses.

Objectives of Assignment:

The consultant trainer will support IOM Pakistan in building capacity of a range of stakeholders in Pakistan on strengthening responses for protection and assistance for Victims of Trafficking and smuggled migrants in vulnerable situations. By delivering tailored training content, the assignment will improve participants' understanding of migration concepts, relevant legislation, international best practices, and national priorities outlined in the GOP's National Action Plan (NAP) to Combat TIP and SOM (2021-25). The trainings will cover topics such as, but not limited to:

  • Concepts of TIP and SOM, and relevant international policy frameworks
  • National policy and programmatic frameworks, including role of various stakeholders in implementation of the NAP (2021-2025)
  • Victim identification, screening and referral mechanisms and IOM's approach on migrant protection and assistance
  • Data management and reporting of TIP Cases
  • Child protection concepts and frameworks
  • Mainstreaming of gender and human rights into interventions, to ensure highly vulnerable and at-risk individuals such as GBV cases can be identified and referred
  • Improving coordination and referral mechanisms .

Tasks to be performed under this contract:

  • In close coordination with the Migration Management Division, develop the training layout and agenda in line with the qualifications and level of expected participants, which should be submitted 5 days before the starting date of each training;
  • Design and develop all training content including materials, case studies and exercises;
  • Deliver/facilitate 3 trainings per month as per the agreed agenda;
  • Draft training reports with the related recommendations for future trainings on the subject.
  • Develop of pre-training and post training assessments, conducting analysis of the results, and provision of feedback/ suggestions improvement.
  • Coordinate with all nominated participants and provide other logistical support as required, ensuring the smooth execution of the training sessions.

IOMโ€™s Role and Responsibilities:

  • IOM will provide a calendar of trainings and topics
  • IOM will make all travel and logistical arrangements for the trainings for participants as per standard rules and procedures.
  • IOM will coordinate with relevant departments to solicit nominations of relevant participants in line with the training agenda
  • IOM will share its existing resources from similar trainings delivered to facilitate the process of content development.

Performance indicators for the evaluation of results:

The quality, targets and details of the work performed as established above, as well as materials produced over the duration of the consultancy.

Remuneration and Terms of Payment:

Payment will be made monthly after IOMโ€™s confirmation of satisfactory completion of the deliverables.

Education, Experience and/or skills required:

  • At least 8 years of experience on design and delivery of capacity building activities for a range of stakeholders on topics such as migration management, countering TIP and SOM, victim protection and assistance mechanisms;
  • Strong technical knowledge of the subject and a good understanding of the general migration and border management landscape in the country
  • Doctorate or masterโ€™s degree in a related field such as migration studies, international development, and social sciences.
  • Experience of working with government stakeholders and international organizations on border management issues is an asset.
  • Proven track record of producing well-developed training materials and reports in English.
  • Demonstrated gender sensitivity and cultural awareness and an ability to integrate these perspectives into content development.
