Context
Under the overall supervision of the Chief, Operations and Mission Engagement Solutions, and the direct supervision of the Seniorย Information and Communications Technology (ICT) Officer (Solutions Delivery Manager), theย ICT Officer (Solution Technology) will ensure that IOMโs ICT systems and related services including the supporting infrastructure and solution architecture are designed, engineered, and delivered to meet business needs effectively and sustainably.
The person in this role will make sure that all functional and non-functional requirements are properly identified, converted into technical specifications, and included in solution designs that meet IOMโs standards, governance rules, and quality guidelines.ย ย The role will focus on crosscutting, enterprise level solutions spanning multiple applications and technologies within the IOM ICT ecosystem.
Theย ICT Officer (Solution Technology)ย will collaborate extensively with ICT colleagues, business stakeholders, and external partners. In addition to providing architecture and solutions engineering leadership, the incumbent will guide development efforts, ensure alignment with strategic objectives, and uphold best practices in solution design, integration, testing, and deployment.
Theย ICT Officer (Solution Technology) will lead the product teamโs deliverables, foster a high-performance culture, and ensure efficient, holistic, and standards aligned product delivery.
Design and develop enterprise level applications using Microsoft Dynamics 365, Microsoft Power Platform (Power Apps, Power Automate, Power Pages, Power Virtual Agents), Power BI, SQL Server/Dataverse, .NET technologies, and Microsoft AI Builder.Analyze business requirements and translate them into detailed technical specifications, ensuring alignment with organizational goals and technical standards.Collaborate with cross functional teams, including project managers, business analysts, developers/MSPs, and subject matter experts to design, develop, and implement end-to-end solutions.Integrate Power Platform and Dynamics 365 solutions with enterprise systems such as SharePoint, Azure services, .NET applications, and approved third-party systems.Ensure data integrity, security, compliance, and adherence to IOM ICT policies and industry best practices.Initiate and integrate AI capabilities within the MIMOSA ecosystem using Azure AI and AI-enabled features within Dynamics 365 and the Power Platform.Prepare and maintain technical documentation, including solution designs, technical specifications, diagrams, and user guides. Present designs for approval to the Architecture Review Board.Provide technical leadership and mentorship to junior team members, promoting continuous improvement and knowledge sharing.Conduct performance tuning, optimization, and troubleshooting for MIMOSA applications, identifying, and driving improvements for performance, reliability, and cost efficiency.Monitor emerging trends and features in the Microsoft ecosystem and recommend adoption strategies for new capabilities.Ensure high-quality requirements gathering, collaborating with business analysts and technical leads to ensure completeness and accuracy of functional and nonโfunctional requirements.Translate requirements into high-level solution designs, consistent with IOMโs ICT architecture, information security guidelines, and long-term technology direction.Oversee solution testing, ensuring that test plans address both functional and non-functional requirements, and validating that outcomes deliver fit for purpose solutions.Participate in production readiness assessments and contribute to โgo/no-goโ decisions for solution deployments.Perform other duties as may be assigned.Education
Masterโs degree in Computer Science, Information Systems, Engineering, or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with a minimum of seven years of relevant professional experience.Microsoft Certified: Azure Solutions Architect Expert (desired)Experience
At least six years of recent professional experience in solutions engineering, including significant work with Microsoft Power Platform technologies;Proven experience delivering enterprise-wide mission critical solutions (ERP, CRM, enterprise collaboration, content management, business intelligence);Experience working across business and technical teams, with the ability to interpret business concepts and translate them into technical solutions aligned with industry best practices;Technical experience including: Object-oriented programming (OOP)C#/.NET developmentREST API design and consumption.Authentication protocols (OAuth, Azure AD)SQL Server and relational database designData modelling and entity relationshipsResponsive UI/UX designComponent based architecture.Azure services (App Services, Functions, Service Bus/Event Grid)Integration with Microsoft 365 (SharePoint, Teams); and,Experience with integration frameworks such as SignalR, RabbitMQ, MSMQSkills

For this position, fluency in English is required (oral and written). Working knowledge of Spanish is highly desirable and working knowledge of another official UN language (Arabic, Chinese, French, and Russian) is an advantage.
