We are currently seeking qualified candidates for the position of Capacity Development Advisor for an upcoming USAID-funded opportunity in the Latin America and Caribbean (LAC) region entitled the USAID LAC Regional Fund for Basic Education. The USAID LAC Regional Fund for Basic Education project will work to address existing systemic barriers and improve access and foundational learning outcomes specifically for marginalized and vulnerable groups. This position will be based in the LAC region and is contingent upon award. The Capacity Development Advisor will based in the LAC region, preferably in Guatemala or another country in the LAC region.
Job Summary
The Capacity Development Advisor will lead Objective 2 focused on strengthening the capacity of sub-grant recipients. The Capacity Building Advisor is responsible for the planning and delivery of technical assistance to USAID local partners including leading capacity assessments, developing institutional strengthening plans, designing curricula, organizing and coordinating training events, designing mentorship schemes, creating job aids, leading workshops, and designing technical assistance delivery schemes. The Capacity Development Advisor reports to the COP and supervises a team of capacity development officers and consultants.
Essential Job Functions: Duties and Responsibilities
Oversee the design and implementation of organizational capacity needs assessments for USAID local partners.
Lead integrated diagnosis assessment incorporating Organizational Performance Index (OPI), Collaborating, Learning, and Adapting (CLA), and others.
Working with project senior leadership and stakeholders to develop an overall capacity development strategy that will sustainably support and strengthen USAID local partners.
Coordinate the design and implementation of participatory curricula, interactive training interventions, and individualized technical assistance for USAID local partners and other stakeholders as needed.
Coordinate the delivery of individualized technical assistance to USAID local partners and other beneficiaries aligned to institutional strengthening plans.
Supervise the development of approaches, tools, and mentoring activities to support the development of civil society leaders.
Provide technical support to staff and local partners in ensuring capacity development activities are promoting best practices as appropriate to the needs of the organizations.
Ensure appropriate mix and balance of training, TA, coaching, mentoring, and information sharing.
Throughout the programโs life, monitor and report on the organizationsโ progress on achieving organizational capacity development benchmarks, identify potential weaknesses and make necessary adjustments to close gaps.
Monitor, evaluate and report on program results that measure increases in skills and abilities, and determine the impact of technical assistance interventions.
Document successes, lessons learned, and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested.
Develop and draft program work plans, reports and other documentation as needed, such as training and resource materials, presentations, and budget proposals.
Troubleshoot to identify and resolve project issues and implement improvement plans to ensure project stays on schedule and within budget.
Minimum Requirements
Masterโs degree or its international equivalent in international affairs, international development, public administration, business administration, or a related field.
Minimum of 8+ years of experience providing capacity development support through training, consultations, and other mechanisms to CSOs with varying levels of organizational capacity.
At least 8 years of project management and/or supervisory experience.
Minimum five years substantive training experience, including the design, facilitation and delivery of participatory trainings and training-of-trainer workshops for adult learners.
