Project Background:
The Solomon Islands Senior Secondary Education Improvement Project, funded by the Asian Development Bank (ADB), aims to enhance the quality, relevance, and gender-responsiveness of senior secondary education (Years 10-12) to support a climate-resilient economy. With the Solomon Islands facing growing vulnerability to climate change and natural disasters, the project supports curriculum reform to equip students with practical skills and knowledge for adaptive livelihoods and sustainable development. The project includes the modernization of curricula, improvement of assessment practices, development of teaching and learning materials. MEHRD (Ministry of Education and Human Resource Development) is the implementing agency, working in close partnership with development stakeholders and consulting teams.
Position Summary:
The National Assessment Expert will support the development and implementation of a modernized assessment system aligned with the reformed senior secondary curriculum in the Solomon Islands. This role involves working closely with MEHRD and the international assessment expert to adapt assessment frameworks, tools, and practices to the national context. The specialist will contribute to designing competency-based assessments that reflect new curriculum content and learning objectives while ensuring they are inclusive, relevant, and practical for classroom and national-level use.
A key component of the role is supporting capacity building for local curriculum developers, subject specialists, and teachers in assessment design and use. The National Assessment Expert will help ensure that formative and summative assessments are well integrated into the overall teaching and learning process and that assessment tools support student-centered instruction. This includes contributing to training materials, piloting activities, and technical guidance on data collection, analysis, and reporting.
The role also includes liaising between the international technical team and MEHRD to ensure that assessment reforms are locally owned and sustained beyond the project. The National Assessment Expert will play a pivotal role in promoting the use of assessment data to inform teaching practices and policy decisions, thereby strengthening the overall education system. Their contributions will help ensure that the new curriculum is not only well taught, but also effectively assessed to support meaningful student learning outcomes.
Key Responsibilities:
- The National Assessment Expert will partner closely with the Ministry of Education and Human Resources Development (MEHRD), curriculum specialists, and development partners to strengthen national assessment frameworks, aligning them with ongoing curriculum reforms and integrating them into textbooks.
- Review and support the improvement of the existing national assessment system
- Help design national standardized tests in key subjects and grade levels.
- Integrate assessment approaches that are aligned with competency-based learning.
- Collaborate with curriculum developers to align assessment practices with national curriculum standards.
- Encourage effective assessment methodologies in textbooks.
- Assessment strategies such as formative and summative align well with competency-based learning objectives.
- Train teachers, curriculum officers and education policymakers on the best practices on student assessment
- Training materials and guidelines on formative and summative techniques
- Develop the ability of school leaders and teachers to analyze and apply assessment data to improve instruction.
- Help in the monitoring of student learning outcomes using assessment data
- Assist in creating evaluation tools to evaluate the impact of Assessments.
- Prepare technical reports for assessment implementation and curriculum alignment.
Required Qualifications:
- Bachelorโs (Masterโs Degree preferred) in Education, Assessment, Curriculum Development, Educational Measurement, or related area.
- Minimum of 5โ7 years of experience in education assessment, curriculum development, and student learning evaluation.
- Working experience with national education systems, curriculum reform, and textbook development.
- Deep understanding of formative and summative assessment approaches.
- Designed and implemented school-based and national assessments.
- Knowledge of competency-based curriculum reforms and their alignment with assessment practices.
- Familiarity with textbook development and alignment with assessment frameworks.
- Strong analytical and data interpretation skills in order to assess the learning outcomes of the students.
