ORGANIZATIONAL CONTEXT

Angola is a resource-rich country that has made substantial economic and political progress since the end of civil war in 2002. With a new reform-oriented government, Angola now has a window of opportunity to begin a period of more inclusive and sustainable growth that supports equitable outcomes.

Apart from the humanitarian challenges that the country faces as the host of refugees and asylum-seekers, food insecurity and undernutrition remain serious public health problems, which are driven by a range of factors including poverty, limited dietary diversity, poor sanitation and hygiene conditions, and gender inequality. The food security situation is further exacerbated by a severe drought in the south and center of Angola. A comparison of rainfall and vegetation cover data since 1981 indicates that the southwestern provinces experienced the worst drought in the last 40 years in October 2020 โ€“ May 2021.

WFP is working with the Government of Angola and a broad range of partners towards the achievement of Sustainable Development Goals (SDG) 2 (Zero Hunger) and 17 (Partnerships for the Goals).

JOB PURPOSE

Under overall supervision and the technical guidance of the Head of Dundo Field-Office and Resilience Officer, the ACL Field Assistant and with a certain degree of independence provides technical assistance to farmers on production, post-harvest technique, and commercialization

KEY ACCOUNTABILITIES (not all-inclusive)

  • Assure technical assistance on cereal, grain legumes and vegetable production to smallholdersโ€™ farmers living in Louvaโ€™s Refugees Settlement and Host Communities of refugees.
    • Collect information on farmers production of rice, maize, and vegetables (include yield for rice and maize, farming practices, access to inputs, access to markets, volume, and value of sales per crop, etc.).
    • Identifying constraints and potential support needs (inputs, trainings, storage, linkage to markets, enhancing product quality, etc.).
    • Identify opportunities for improving access to markets for smallholder farmers.
    • Identify support mechanisms for female smallholder farmers, including targeted capacity building and labour-saving technology that contributes towards womenโ€™s empowerment and gender equality.
    • Support smallholdersโ€™ farmers in planning the planting seasons of 2024 (January/February and July/August) of rice and corn, follow-up the production and harvest, and related post-harvest activities). Also support in keeping records of all production and sales.
    • Support smallholdersโ€™ farmers in planning the planting seasons of 2024 of vegetable, follow-up the production, harvest, and commercialization. Also support in keeping records of all production and sales.
    • Report timely any problem raising from the implementation of the ACL activities that surpasses your resolution capacity or intervention.
    • Implement any other activity as requested by the Head of Dundoโ€™s Field Office or WFP CO.

      DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

      • Knowledge and experience of the WFP or UN agencies and public sector (Ministry of Education) especially on socio-economic development activities
        • Ability to communicate clearly both orally and in writing;
        • Ability to work in a team (Local authorities and WFP), and establish effective working relation with person of different national and cultural backgrounds;
        • Knowledge of spreadsheet software, such as Excel is an asset;
        • Experience in M&E systems, data collection and analysis, preferably relevant to specific area of development activities;
        • Demonstrated capacity/hands-on experience in capacity building of field staff is desirable;
        • Willingness to work either at municipality level.

          STANDARD MINIMUM QUALIFICATIONS

          Education: Completion of secondary school education supplemented with experience or additional education in social services, nutrition or other related field

          Language: Fluency in Portuguese is essential, knowledge of local languages are advantageous. Good working knowledge of English (oral and written) is desirable.
