JOB SUMMARY:
Responsible for the overall management, including capacity building of the budgeting (new proposal, modification, and work plan) budget in FHI/APRO and FHI/Asia country offices. Overseas the completion of all cost requirements identified in the Request for Proposal (RFPโs) or Request for Applications (RFAโs). Ensures that costs are allocated according to established account procedures. And provide technical assistance for all FHI/Asia country programs as appropriate. Assist Director in finance area to meet organizationโs strategic plan.
DUTIES AND KEY RESPONSIBILITIES:
Provides leadership to APRO budget staff, country office and support FHI/APRO by
- Supervise and build capacity of APRO finance staffs in area of budgeting, and supporting country offices units, to perform work in efficient and effective manner with accuracy and quality of work.
- Assigns and reviews the work of APRO budget team to ensure the accuracy of the budget development, financial transactions and reporting managed programs of all FHI/APRO managed programs,
- Ensure the accuracy of budget & disbursement of all implementing agency under FHI/APRO managed programs,
- Ensure the accuracy of all activities related to financial management carried out in conformance with policies and procedures established by FHI and funding sources.
- Ensure that the budget package (budget cost and narrative, for new proposal, modification and workplan) that is reviewed and/or developed by the APRO budget team meets the budget goals. The package must: 1) include full and accurate costs associated with the scope of work; 2) comply with the rules and regulations of both the funder and FHI 360; and 3) meet submission deadlines at high quality.
Provide leadership and support in design and implementation of all financial management areas, budgeting and procedures for FHI/APRO and FHI/Asia country offices managed programs, by
- Consider FHI/APRO and FHI/Asia country offices be backstop to each other, when needed.
- Formulates mechanisms and procedures for overall financial management to ensure effective implementation and monitoring program.
- Ensure the reviewing budgets in conformance with FHI policies and as required by different funding sources.
- . Coordinates the resource development budgets in the region.
Coordinates with related staffs in FHI/APRO and FHI/HQ to ensure that all finance areas (accounting and budget) control procedures are implemented effectively in FHI, especially in APRO and Asia Region. Assist Director to plan and implement to meet FHI organization strategic plan. Performs other duties as assigned.
Applied Knowledge & Skills
- Demonstrated technical knowledge and experience, including management of assigned personnel and budgets.
- Knowledge of budgets and contracts
- Possess excellent analytical skills and experience using systems to generate financial reports.
- In-depth knowledge of Generally Accepted Accounting Practices (GAAP), budgeting and fiscal control theory and practices.
- Knowledge in pricing of various award mechanisms including GSA, grants, cooperative agreements, and contracts.
- Ability to collaborate with others in order to ensure development of compliant cost/price proposals that are professional, accurate, competitive and profitable.
- Ability to develop all aspects of the budget and budget narrative.
- Ability to complete all cost proposal requirements identified in the solicitation to ensure all requirements are met.
- Ability to review and negotiate budgets with subcontractors.
- Ability to generate and ensure cost strategies and budget models are responsive to specific requirements of solicitations.
- Ability to independently respond to post-submission funder queries and requests for revision.
- Ability to develop responsive proposal budget templates and modify existing templates to meet the demands of solicitations or ad-hoc request.
- Ability to communicate with international/domestic program, technical, and financial staff to obtain and/or verify financial and budget information to ensure quality of complex proposal models.

Type and Nature of Contracts:
- Frequent interaction with COโs finance staff in the region as well as HQ Finance team and APRO Business Development and Diversification team on cost proposal budgets and budget information related to local staff benefits.
- Interaction with Regional BDD team for all matters related to cost proposal budgets.
- Interaction with staff in the unit and other units for budget development process.
Supervision Given/Received:
- Supervise manages assigned staff to achieve department goals and provides financial information to management to determine strategic goals of the organization.
- Able to lead and collaborate with others in project team-oriented environment, communicate complex analyses verbally and in writing, and develop innovative approaches to solving technical challenges.
Minimum Requirements
- Bachelorโs degree in accounting, Business Administration or Finance, and at least nine years of combined accounting/ budgeting management experience, or Masterโs degree and at least seven years experience; MBA or CPA preferred.
- Proficient in Excel spreadsheet: software required.
- Must demonstrate excellent analytical and organization skills.
- Must be able to read, write and speak fluent English.
- Articulate and professional, and able to communicate in a clear, positive fashion with staff.
- Experienced in supervise sub-ordinate staff.
- Non-governmental organization (NGO) experience preferred.
- Familiarity with USAID rules and regulations preferred.
