Background:

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.


The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings (CTHB) with a focus on the following activities: enhancing the
awareness and understanding of trafficking in human beings (THB) across the OSCE region; policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and direct assistance to participating States in practical and technical areas, at their request.


Tasks and Responsibilities:

Under the overall leadership of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings and immediate supervision of the Executive Programme Officer, the incumbent will provide technical assistance and advice in the preparation of official country visits of the SR/CTHB in the fields of international relations, legislation and policy development, related to all aspects of trafficking in human beings.

More specifically, the selected candidate will perform the following duties:

Dealing with all substantial, organizational and logistic aspects of preparation of official country visits of the SR/CTHB, including liaising with the relevant staff in the Office to ensure appropriate visibility of the visit; developing and updating a consistent methodology for the preparation of such official visits; Providing analysis of the international relations, political, economic and social situation with regard to trafficking in human beings in each OSCE participating State the SR/CTHB plans to visit; Preparing country profiles, briefing files and questions, especially with a view to providing advocacy and policy advice to governments and recommendations on mainstreaming CTHB into other related policy areas; Participating in official country visits, conducting monitoring and thorough follow up to ensure the proper outcome of the country visit; this includes drafting official reports of the country visits and highlighting concrete recommendations on how to improve the implementation of relevant OSCE commitments; Developing and maintaining regular contacts at the expert level with the delegations of the OSCE participating States, Institutions and field operations and other international organizations, in order to co-ordinate and draw upon their expertise for inputs into the preparation of visits, any related events, documents, and follow up as well as to avoid overlap/duplication; Providing input into project development and implementation of project activities to assist in furthering OSCE commitments related to trafficking in human beings among OSCE participating States; Assisting the SR/CTHB in the preparation of relevant materials; drafting and finalizing statements and other texts, including background information, for the SR and Chairperson-in-Office as necessary, and, in relation to co-operation and co-ordination with international organizations, NGOs and other partners in the field of combating THB; Assisting, in co-operation with other staff, in co-ordination of efforts of other OSCE structures engaged in combating trafficking in human beings across the three dimensions, as well as strengthening networking with anti-trafficking partner organizations and providing recommendations for long- and short-term programmes of possible joint activities, including publications; Performing other related duties as assigned.

Necessary Qualifications:

First-level university degree in international relations, political sciences, law, or related field; A minimum of four years of relevant professional experience, preferably in international organizations; Demonstrated knowledge of THB, human rights and rule of law issues; Demonstrated familiarity with anti-trafficking stakeholders at national and international levels; Experience in the implementation of multi-lateral policy and practice activities related to human trafficking, including in areas of prevention, prosecution and/or protection and assistance; Professional fluency in English with excellent communication (both oral and written) skills; working knowledge of another official OSCE language is an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration is around EUR 5,750, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.
