Purpose of Job

As Associate Advisor (Change Management & Donor Reporting), you will support EBRDโ€™s Donor Partnership department (DP) in implementing critical reforms and ensuring that EBRDโ€™s donor reporting is of high quality as well as timely.

Reporting to DPโ€™s Head of Donor Operations, your role is an internal one that will require cooperation and coordination with many internal stakeholders. Working closely with DPโ€™s Principal Manager for Donor Operations, Donor Fund Managers, senior colleagues in DP and a wide variety of teams across the EBRD (including Banking, Impact, Design & Transformation, Policy Strategy Delivery etc.), you will contribute to transforming the donor-funded business of the Bank and ensuring the results of programmes are measured, clear and well-articulated and that learning from programmes is appropriately shared.

  • Work closely with DPโ€™s Head of Donor Operations, DPโ€™s Principal, Donor Operations, DP Fund Managers and colleagues from Design & Transformation on selected reform priorities as summarised above.
  • Lead selected reform tasks, delivering milestones as agreed with line managers and stakeholders.
  • Independently consult with DP Fund Managers and reform leads, or prepare and arrange meetings with relevant colleagues on any cross-cutting matter being relevant for the reform of the donor-funded business.
  • Contribute to process design (โ€œas isโ€ vs โ€œto beโ€) and process automation, identifying pain points or gaps, drafting process maps etc.
  • Contribute to on-going EBRD-wide reforms aimed at improving processes and systems for results and donor reporting, including effective and efficient portfolio vs project reporting, quality assurance, harmonisation of reporting practices for a wide variety of donors, results management, monitoring and evaluation, knowledge management.

    2. Donor Reporting

    • Work closely with DPโ€™s Principal, Donor Operations who leads all work related to donor reporting and donor results management.
    • Work with teams across the EBRD that impact on donor reporting and results management (DPโ€™s Fund Managers, Banking, Policy Strategy Delivery, Climate Strategy Delivery, Legal Transition Team, Capital Markets Development, Resident Offices, etc.). On a day-to-day basis:
      • Using EBRDโ€™s internal reporting systems (Data Warehouse, SAP etc.) assess, consolidate and provide data on all matters related to results and donor-funded projects and programmes.
      • Proactively engage with operational teams and DPโ€™s Fund Managers to ensure their delivery of high quality donor reporting, including support during reporting surges as applicable.
      • Engage in the quality assurance and validation of donor reports on a selected basis.
      • Provide regular analysis as to the status of reporting against plans.
      • Advise operational teams and DPโ€™s Fund Managers on donor and results reporting standards and best practice and at a later stage on results based management, logical frameworks, theory of change, monitoring & evaluation.
      • Contribute to the EBRDโ€™s flagship reports on impact, results and donor co-financing, summarising and aggregating the impact of donor funds.
      • Provide support and analysis in areas of donor trends, results management, practices of other development finance institutions, blended finance etc.

        Knowledge, Skills, Experience & Qualifications

        • Master degree in international development, economics, statistics or related discipline.
        • Good understanding of global developmental assistance, the bilateral and multilateral donor landscape and the international development debate, such as the one related to the Sustainable Development Goals.
        • Strong project, process and change management skills, including ability to work effectively with stakeholders across the whole organisation.
        • Good understanding of results based management, logical frameworks, theory of change, and other planning and reporting approaches in the area of international development.
        • Work experience in donor reporting or the management of grants and other donor-funded instruments, preferably gained while working for a multilateral donor, a development finance institution or while implementing major donor-funded programmes.
        • Excellent English, communication and drafting skills and ability to write comprehensive analytical and impactful texts relating to donor funds for internal and external audiences.
        • Clear ability to communicate results and impact in a meaningful way to a range of audiences. An understanding of more visual ways of communicating results would be helpful.
        • Excellent Excel skills.
        • Knowledge of statistics or very good quantitative/numerical skills with the ability to interpret technical/financial information.
          • Knowledge of data management and Data Warehouse etc. would be an advantage.
          • Knowledge or experience in the EBRD countries of operations would be an advantage.
