Assistant Field Officer

Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.

Duties
- Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
- Promote and monitor the implementation of assistance projects.
- Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
- In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR.
- Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
- Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
- Submit recommendation for protection interventions to the designated officer.
- Negotiate with local authority counterparts, partners and populations of concern.
- Perform other related duties as required.

Operational context

Occupational Safety and Health Considerations:

Nature of Position:

Kyaka I Refugee Settlement was initially created in 1983 for Rwandan refugees after a decision was taken by the Government of Uganda to host all refugees in designated areas across the country. Kyaka II Refugee Settlement was established in 2005 to receive the remaining population of Kyaka I, following the mass repatriation of Rwandan refugees the same year. As of 31 October 2023, the refugee population of Kyaka II settlement is about 124, 538 with the majority of the refugees from the Democratic Republic of Congo (94.5%), Rwanda (2.5%), Burundi (2.5%), and other nationalities. Field Office Kyaka, under the management of Sub Office Mbarara in southwest Uganda, is responsible for the management of Kyaka II Refugee Settlement together with the government counterpart Office of the Prime Minister (OPM), in Kyegegwa District. The FO has stopped receiving new arrivals on a large scale but receiving sporadic walk-ins refugees who go through the Refugee Status Determination procedure conducted by the Refugee Eligibility Committee of Uganda.

Currently Kyaka FO has 34 staff including administration (including drivers and ICT), technical, field, protection (including resettlement) and supply. The operation is under the Global Refugee Compact (GRC) and Comprehensive Refugee Response Framework (CRRF), and works closely with the OPM, the hosting district local government (Kyegegwa), humanitarian and development actors including the UN agencies and NGOs, CBOs, and private sector to promote and advocate for refugee inclusion in the national system. Kyaka FO currently has over 36 partners operating in the settlement. Based on the past yearsโ€™ experience of the Uganda operation, the incumbent will need to be prepared for any emergency supports for the country operation if needs arise, especially due to the ongoing conflicts in the eastern DRC.

The incumbent is expected to coordinate field activities in collaboration with other Units as well as the OPM and partners, and oversees areas of interventions under the sectors of Livelihood, Energy and Environment, and WASH. He/she will supervise 1 national staff (1 Field Associate). He/She will also be responsible for coordinating distribution of CRIs/NFIs, management of the Reception Center, interagency coordination at settlement and district levels, and field-level monitoring of regular activities by implemented by partners. Although Kyaka II Refugee Settlement is no longer receiving new arrivals from the border, he/she is also expected to handle and coordinate the reception and provision of assistance to persons of concern to UNHCR in the settlement, especially for those who are granted refugee status by the REC, transfer and protection cases from other settlements/locations or within the settlement, and those returning to Kyaka based on second displacement from the DRC.
