NRC in Iraq
**Since the Government of Iraq declared that combat operations against the Islamic State Group (IS) had ended in 2017, Iraq has been recovering from the significant damage and destruction caused by the armed conflict. Of the more than six million Iraqis who fled their homes since 2014, 4.5 million Iraqis have returned to their area of origin and 1.4 million remain internally displaced. Many Iraqis have returned to areas that lack basic infrastructure, services and livelihood opportunities, or where explosive devices have not been cleared. Other challenges returnees and secondarily displaced people face include the lack of security, community acceptance, housing, property and civil documentation issues as well as critical educational and health service gaps. Throughout this, Iraq continues to host over a quarter of a million Syrian refugees.
The UN estimates that more than 4.1 million Iraqis will need assistance in 2020, 1.77 million of them in acute need. With military operations against IS group having ended, the Iraqi government faces new challenges to ensure an inclusive reconstruction and reconciliation that will sustain peace. Since 2010, NRC Iraq has been assisting internally displaced Iraqis, Syrian refugees, returnees, and host communities in Ninewa, Dohuk, Erbil, Kirkuk, Basra, Salahdeen and Anbar Governorates.
We focus on assisting the newly displaced, those experiencing protracted displacement in camps, and people returning to and living in hard-to-reach places by improving their chance of obtaining a durable solution. NRC runs integrated programmes across Iraq to respond to people in need using our shelter and settlements, education, camp management, legal assistance, livelihoods, and cash activities.
Duties and Responsibilities
The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation within the designated geographical area. The following is a brief description of the role.
- Line management for Area Programme Manager, Support Manager and Area Security Advisor.
- Member of the Country Management Group (CMG).
- Compliance with and adherence to NRC policies, guidance and procedures.
- Provide area specific input on CC strategies, Country Strategy and Plan of Action.
- Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
- Assess needs, develop emergency response and implement response plans.
- Ensure optimal use of resources within the allocated project budgets and CC strategies.
- Represent NRC and networking on area level.
- Ensure that capacity building is provided to all staff in the area.
- Ensure overall security and safety of staff in the area.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
- Overall responsibility of managing Ninewa Governorate Area Office including sub offices within the governorate.
- Implement existing activities in line with NRC policies and procedures.
- Produce assessments for new areas of operation, outline possible areas of intervention, and develop program strategy for implementation.
- Support the development of concept notes, project proposals, and budget development for scale-up post emergency activities.
- In conjunction with Country Office, liaising with donors on new funding and operational areas of programming.
- Ensure grants opening and closure meetings are conducted periodically.
- Liaise regularly with local authorities (political and security), donors and humanitarian actors in the area of operations;
- Represent NRC at coordination initiatives at area level.
- Responsible for area specific input into Country and CC strategies including contingency plan.
- Provide regular feedback input to advocacy initiatives.
- Responsible for overall staff security, including completing security risk assessments for possible new areas of intervention.
- Ensure training is provided to all staff and capacity building initiatives are in place.
- Ensure work and development plans are completed by all staff members in the area of operations and performance feedback sessions are conducted on a minimum quarterly basis.
- Ensure NRC’s data collection systems are in place and information is properly stored and analyzed.
- Overall responsibility for the recruitment of qualified staff for the area office.
- Contextualize, adapt and implement SOPs and procedures to ensure effective provision of assistance to hard-to-reach areas.
Knowledge, skills and experience that will help you succeed in this role
- Minimum 5 years of experience from working as a Senior Project Manager in a humanitarian/recovery context.
- Previous experience from working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in English, both written and verbal, Arabic knowledge is an asset.
Context/skills, knowledge and experience:
- Knowledge of the context in Iraq and displacement context.
- Knowledge of Arabic a strong asset.
- Experience with office start-up, particularly within large-scale emergencies.

- Contract period: 12-18 months (with possible extension).
- Salary/benefits: According to NRC’s salary scale and terms and conditions.
- Duty station: Mosul, Iraq, with 60% travel within Iraq. The position holder will be expected to travel to all areas of Iraq where NRC is operational.
