Background

Cameroon is compounded by three conflict-related humanitarian crises in addition to the secondary impacts of pandemics and outbreaks such as cholera that have further exacerbated the needs in-country. Incursions by Non-State Armed Groups in the Lack Chad Basin have resulted in 136,210 Nigerians seeking refuge in Cameroon, 385,372 Cameroonian IDPs, and 138,152 returnees in urgent need of humanitarian assistance. Cameroonโ€™s East region is still home to over 315,747 refugees from the Central African Republic and the North-West South-West region is witnessing the ongoing violence that has led to the displacement of 714,159 English-speaking Cameroonians.

NRC has been operational in Cameroon since 2017, and currently has five field offices; Maroua and Kousseri in the Far North; Buea in the South-west; Bamenda in the North-west and Batouri in the East. NRC maintains a coordination office in Yaounde.

What you will do:ย 

In this position, you will:

Overall responsibility of managing all NRC activities in the Area office and sub-office. Responsible for area-specific master budget (shared resource allocation). Accountable for maintaining financial overview including maintaining up-to-date spending plans and conducting regular budget monitoring exercises, and ensure financial reporting is conducted (support & project). Responsible for access negotiation for both NRC staff and local partner staff to ensure timely aid delivery. Spearhead the strategy design at the field level, implementation and monitoring of the same.ย  Oversee assessments for new areas of operation, outline possible areas of intervention, identify potential implementing partners and develop program strategy for implementation. Support the development of concept notes, project proposals, and budget development for NRC activities in the designated area office. In conjunction with Country Office, liaise with donors on new funding and operational areas of programming. Liaise regularly with local authorities, donors and humanitarian actors in the area of operations, ensuring that NRC acceptance and respect of humanitarian principle. Ensure compliance with internal and donor regulations, namely through spot-checks of the Reconciliation of Deliverables. Lead on engagement with local partners and ensure proper management of the partnerships according to the NRC procedures and tools. Provide regular inputs into advocacy initiatives. Ensure capacity-building initiatives are in place and that staff receive the necessary training. Ensure work and development plans are completed by all staff members in the area of operations and performance feedback sessions are conducted on a minimum of quarterly basis. Ensure NRCโ€™s data collection systems are in place and information is properly stored and analyzed, while respecting data protection.

Minimum 5 years of experience working as a Senior Manager in a humanitarian/recovery context Previous experience from working in complex and volatile contexts. Documented results related to the positionโ€™s responsibilities. Knowledge about own leadership skills/profile. Fluency in French and professional proficiency in English is required, both written and verbalย  Detailed-oriented and strong organizational skills. Demonstrated experience in representation and advocacy. Solid knowledge of finance management, budgeting, and budget monitoring

Context/specific skills, knowledge and experience

Knowledge of the context in the Central Africa region, specifically Cameroon is an added value,ย  Experience in humanitarian programs in a strictly controlled context is an asset. Demonstrated knowledge of protection mainstreaming and Accountability to Affected Populations Experience in establishing partnerships, durable solutions and programme-based advocacy. Familiarity with cost-efficient programming.ย
