About this position

The IDB's country strategy for Haiti identifies six priority sectors that have the potential to transform substantially and sustainably Haitiโ€™s economy and society: Education; private sector development; energy (particularly electricity); water and sanitation; agriculture and transport.

The IDB currently provides a total of $1.19 Billion in loans to 11 different sectors of Haiti: Transport, Urban Development and Housing, Agriculture and Rural Development, Education, Water and Sanitation, Energy, Sustainable Tourism, Financial Markets, Trade, Private Firms and SME Development and Reform/Modernization of the State. Of these $1.19 Billion, $193 Million is provided for Agriculture and Rural Development and $36 Million for Sustainable Tourism.

Agriculture: The IDBโ€™s support to Agriculture and Rural Development mainly aims to strengthen agricultural productivity and investment, food security, environmental and climate-change resilience, and the sustainable management of natural resources.

Sustainable Tourism: The IDBโ€™s support to Tourism aims to increase local employment and income and to foster sustainability of the sector by improving its (private-public) management and by promoting competitive tourism supply.

In line with these objectives, the bank supports various programs in these sectors that regularly need to be monitored, evaluated, and assessed. Monitoring helps to track what has been invested, done, and produced, and under which conditions, to achieve program outcomes. Evaluation identifies the progress that has been made to achieve program results. Impact evaluations are useful to assess all changes, whether intended or unintended, that are directly attributable to a specific program intervention. Monitoring, evaluation, and impact evaluation are key strategies for evidence-based policy making and for the improvement of the programsโ€™ effectiveness.

We are looking for a Research, Supervision, Monitoring and Evaluation Consultant. As Research, Supervision, Monitoring and Evaluation Consultant, you will:

ยท Ensure high-quality monitoring and evaluation (M&E) systems and oversee impact evaluations of the various programs of IDB in the Agriculture and Rural Development sector, as well as in the Tourism sector.

ยท Implement and strengthen, in close collaboration with the Program Implementation Units (PIU), the existing monitoring and evaluation systems.

ยท Elaborate strategies and tools for an efficient and accurate collection, treatment and

analysis of data and oversee and assist their implementation.

ยท Assist with the closure of RND operations.

You will work in the Environment, Rural Development and Disaster Risk Management Division (CSD/RND). This team supports the operations of the Bank related to natural disaster risk management, rural and agricultural development, tourism development and natural resource management in Latin America and the Caribbean.

What youโ€™ll do:

ยท Provide oversight, technical support, and coordination to RND operationsโ€™ impact evaluations.
