About this position
We seek a proactive, dynamic, and team-oriented consultant with extensive experience in project management to enhance operational effectiveness by applying the PM4R Program's methodologies. As a PM4R consultant, you will coordinate PM4R Program activities, including but not limited to IDB portfolio planning workshops and PM4R courses, as well as administrative procedures to ensure PM4R business continuity.
You will work with the PM4R team, a key part of the Knowledge and Learning Development department (KLD). The PM4R team is responsible for strengthening project management capabilities across the region by promoting three specialized methodologies: PM4R Professional, PM4R Agile, and PM4R Leadership. The PM4R program collaborates closely with country offices and sector teams to integrate the best international practices in project management during the execution stage of our operations, promoting better performance and effectiveness.
What youโll do
The objective of the consultancy is to support the administration of the PM4R Program and coordinate, and deliver the workshops and courses offered by the PM4R Program. The main activities of this consultancy will be the following, but not limited to:
- Analyze the IDB portfolio to identify potential projects that could need a planning workshop using PM4R standards.
- Oversee the delivery of PM4R workshops by identifying key needs and challenges, aligning stakeholder expectations, developing a comprehensive agenda, selecting a qualified facilitator, and managing all logistical arrangements.
- Explore innovative ways to address project execution challenges by leveraging capacity-building solutions.
- Support the design and implementation of customized learning materials based on PM4R methodologies that address the operational needs of teams across the Bankโs country offices, fostering continuous professional development. Support the coordination of regional PM4R events, proposing improvements to the content to enhance participants' learning experience.
- Update the PM4R product pipeline, manage program performance indicators, and identify new data sets to generate knowledge for improving the quality of PM4R products. Promote and sustain strong partnerships with country offices to effectively deliver workshops, ensuring they align with the IDB Impact+ strategy.
- Manage the administrative process for hiring external consultants and service providers, from drafting the terms of reference to contract execution, ensuring timely service delivery, accurate billing, and following IDB policies and processes.
- Assist in managing and tracking the PM4R programโs budget to ensure efficient allocation of financial resources and accurate monitoring of expenditures.
What you'll need
- Education: Bachelorโs degree in engineering, Business Administration, Public Administration, Economics, or other fields related to the role.
- Experience: At least 2 years of experience managing the execution of development projects within a multilateral institution or non-profit organization is required for this consultancy. The candidate must have a certification from the PM4R program (PM4R professional, PM4R Agile, PM4r Leadership or PM4R Expert) or any other internationally recognized project management certification.
- Languages: Proficiency in Spanish and English is a prerequisite. Knowledge of Portuguese or French will be positively valued.
