The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic Advocacy Manager that will provide overall leadership, management and strategic direction to NRCโ€™s policy and advocacy work in North of Central America and Mรฉxico. The placeholder is responsible for identifying priority protection concerns for advocacy, strengthening the incorporation of advocacy into all aspects of NRCโ€™s activities and guiding NRCโ€™s advocacy messaging to promote an improved protection and humanitarian response environment in NCA&M. What you will do

Identify and coordinate NRCโ€™s advocacy response to prioritized protection issues both within the country and internationally,ย  Develop and implement country-specific advocacy strategy, aligned to overall country strategy. Line management, including development of staff Ensure advocacy coherence and reinforce effective synergies between programmes and advocacy by working closely with programme staff to integrate advocacy into programme planning and implementation. Ensure systematic training on advocacy and communication and build capacity of technical staff.ย  Provide high quality protection analysis on key humanitarian and displacement trends and prepare evidenced-based policy briefing papers, policy position statements and other public-facing advocacy products when strategic and relevant.

What you will bring

Post-graduate with minimum 5 years of relevant Manager/Adviser experience within the humanitarian field Experience from working in complex and volatile contexts. Solid understanding of policy processes relating to forced displacement, migration, and humanitarian response framework. Experience in analysis, drafting of messages, coordination, and networking. Understanding of regional policies/laws on refugee and internal displacement relevant to the NCA&M context Professional knowledge about protection principles and advocacy, and the use of media for public advocacy Excellent communication skills, both written and verbal Strong managerial and interpersonal skills Documented results related to the positionโ€™s responsibilities. Knowledge about own leadership skills/profileย  Fluency in Spanish and English, both written and verbalย  What we offer Duty station: Tegucigalpa, Honduras. Contract: international or national contract, 24 monthsย  Travel: up to 40%ย  Salary/benefits: grade 9 on NRCโ€™s regional salary scale, with accompanying terms and conditions NRC is an equal opportunities employer. NRC North of Central America and Mexico (NCA&M) Country Office (CO) was established in January 2021 and NRC currently operates in four countries:ย Honduras, El Salvador, Guatemala and Mexico.

In recent years the populations of Honduras, El Salvador and Guatemala (often referred to as the countries of North of Central America, NCA) have been affected by devastating violence, extreme weather and other natural disasters. The number of displaced people has been growing dramatically: every year hundreds of thousands become internally displaced or flee their country trying to make their way to the US or Mexico and often get stuck in between or are sent back to their country, where they face additional challenges. From 2018 on, Mexico has de facto become a country of refuge, accommodating significant numbers of vulnerable migrants and refugees, despite being self-declared as a non-safe third country. The increasing restrictions to accessing asylum in the United States have led to an exponential increase of asylum applications in Mexico and a similar increase in asylum cases is being registered in Central America, for different reasons.

NRC has been responding to mounting internal and external displacement since 2015, focusing on the protection crisis, but also integrating education, shelter, and WASH interventions and recently launching the new sector of livelihoods and food security.
