Background:

NRC works to protect the rights of displaced and vulnerable people during crisis and meet immediate humanitarian needs, prevent further displacement, and contribute to durable solutions. Through our mobile emergency response capacity, we provide lifesaving multisectoral assistance to crisis affected populations in hard-to-reach areas across South Sudan. In areas throughout the country where we have established operations, we ensure that displacement affected people are safe, can exercise their rights, access quality services and protection and secure durable solutions. To that end, we contribute to safe and stable environment needed to allow for return and reintegration or integration of displaced communities. We do this through advocacy, coordination, and collaboration, as well as integrated and multi-sectoral long-term interventions. 

In South Sudan, NRC established in 2004 and provides humanitarian aid and supports durable solutions with integrated and multi-sectoral long-term interventions in six core competencies: Livelihoods and Food Security, Information Counselling and Legal Assistance (ICLA), Protection from Violence, Education, WASH and Shelter. In line with NRC global direction, our WASH programmes are transitioning from mainly humanitarian response to support communities with more sustainable water systems and sanitation facilities in response to securing lasting solutions. Also, NRC has the ambition to grow its urban programming to facilitate durable solutions for the swelling urban population in South Sudan.

What we are looking for:

The WASH Specialist to provide overall leadership and strategic direction to WASH programmes within NRC South Sudan’s Programme Unit. S/he will be responsible to lead the technical development and implementation of the NRC WASH programmes in South Sudan and represent NRC in relevant coordination and decision-making fora. The role will provide quality assurance for all WASH programme activities and explore opportunities for scale-up. The Specialist will develop/update collaborative WASH strategies, build capacity of staff through mentoring and training, and engage in identifying funding opportunities to further grow the programmes.

What you will do:

Generic Responsibilities:

1. Lead the development and revision of the WASH strategy. Provide technical guidance to the implementation of the WASH strategy and macro logframes that are aligned with regional and global strategies and priorities.
2. Compliance with and adherence to NRC policies, guidance, and procedures.
3. Contribute to fundraising, develop, and revise funding proposals, budgets, and donor reports.
4. Identify trends, technical standards, and donor priorities.
5. Follow up on compliance with contractual commitments within WASH, ensure high technical quality and synergies in project implementation.
6. Provide technical direction and project implementation support (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements.
7. Ensure that key learnings are extracted from programme implementation and incorporate them in programme for quality and in staff development processes.
8. Provide systematic training and build capacity of technical staff and transfer key skills with the aim to nationalise senior positions within the organisation.
9. Contribute to NRC’s advocacy objectives through meaningful engagement in briefings, development of advocacy products and coordination. Represent NRC in the relevant coordination fora, and with external stakeholders.
10. Promote the rights of IDPs/returnees/refugees in line with the advocacy strategy.

    Specific Responsibilities:

    • In line with NRC South Sudan Strategy and the Global Strategy, lead NRC’s WASH national CC strategy development process.

    • Take the lead on quality project deliverables to ensure high technical output including, but not limited to, review of technical, safety assessments, bill of quantities, participate in tender processes to ensure high quality WASH programmes in country, in line with NRC programme policy and global strategic priorities and promote harmonisation and consistency across projects and areas of operation.

    • Promote integrated programming (with other sectors, e.g., Education, Shelter, ICLA) through systematic planning and cooperation in line with NRC Programme Policy, and engagement in cross-cutting initiatives.

    • Elaborate and solidify the position and approach of NRC South Sudan regarding urban programming and facilitate sustainable response to urgent urban needs and longer-term development challenges.

    • Lead environmental screening using Neat+ for WASH interventions to reduce the environmental impact of activities. The Specialist will also develop approaches and solutions to address identified environmental risks. 

    • Lead the development of WASH proposals (project design, narrative, and budgets) and contribute to multi-sector, integrated thematic proposals that have WASH components. In all instances, support and work collaboratively with Area teams to brainstorm solutions and approaches. Fundraising responsibilities also include donor communication and representation on sector-specific issues and identifying funding opportunities.

    • Strengthen coordination and engagement with Clusters by representing NRC in WASH cluster to ensure active participation, information sharing, advocacy, and alignment of emergency interventions with Cluster priorities and funding opportunities.

    • Lead the process on project, modifications, project reviews and reporting and ensure high technical quality.

    • Support programmatic M&E and indicator tracking in conjunction with project teams and M&E department.

    • Lead the harmonising and strengthening WASH needs assessment, monitoring and evaluation tools and systems, in collaboration with the M&E team. 

    • Provide support and input to the recruitment processes for WASH staff.

    • Accountable for organisational learning from programme implementation throughout the project cycle, sharing of best practice and capacity building. 

    • Responsible for mainstreaming Safe and Inclusive (SIP) programming in WASH programme design and implementation in line with NRC Protection Policy and guidelines.

    • Lead the development and implementation of cash and markets-based approaches in WASH programmes.

    • Represent NRC with the WASH sector, relevant donors, government ministries, and in relevant humanitarian coordination meetings in country as required.

      What you will bring:

      Generic professional competencies: 

    • At least five years in humanitarian WASH programming, including three years’ experience in a senior level project or programme implementation position.

    • Minimum one year experience in WASH strategy development and implementation 

    • Bachelor’s Degree in relevant field with proven technical hardware and software expertise. Such fields could include Civil, Water or Environmental Engineering, Geology or Hydrology, Public Health etc. An advanced academic qualification will be an added advantage.

    • Experience working in protracted emergencies including in complex and volatile contexts.

    • Knowledge and skills in market analysis and cash and market-based interventions.

    • Ability to coordinate tasks and work processes and work with short deadlines.

    • Fluency in English, both written and verbal.

    • Knowledge of the context in South Sudan preferred.
    • Experience with start-up or expansion of new programmes and programme development
    • Ability to work effectively across cultures, in sensitive environments and with different stakeholders.

      An estimated 9.4 million people in South Sudan need humanitarian assistance and protection services in 2023, reflecting 76 per cent of the population. Many of the 2.3 million South Sudanese living in protracted displacement since 2013 have been displaced multiple times and cannot return home. The ongoing conflict in Sudan continues to drive significant displacement into South Sudan with hundred thousands new arrivals since April 2023. The returnees are encouraged to go to areas of origin, places that are equally vulnerable and lack basic services. Often their houses, land or property has been destroyed by the civil war or is occupied. Humanitarian actors are over stretched by the volume of returns and associated needs. 

       

      Over 83 per cent of South Sudan’s population relies on subsistence farming, livelihood, and fishing as their primary source of livelihoods, leaving them vulnerable to climatic and conflict related shocks and stressors. Disrupted supply chains, weakening currency, and rising cost, diminishes the purchasing power of the population, exacerbating existing malnutrition and food insecurity. South Sudan remains one of the most severe protection crises in the world, with high levels of gender-based violence and significant gross human rights violations across the country, and with people impacted by violence having limited access to justice and the rule of law. 

       

      Despite significant deployment of humanitarian assistance, the cumulative effects of years of conflict, a surge in sub-national violence, and unprecedented flooding, leaves vulnerable population in urgent needs of basic services and protection.
