Background:

NRC has delivered humanitarian assistance and protection to vulnerable affected populations in Myanmar since 2009, following Cyclone Nargis. NRC has established sector/core competency teams in Camp Management, Education, Information Counselling and Legal Assistance (ICLA), Livelihoods, Protection, and Shelter and Settlements. NRC provides services and assistance to vulnerable populations affected by conflict and displacement across 3 โ€œAreas Officesโ€ (Northwest, Northeast and Southeast Myanmar). NRC works in collaboration with a diverse portfolio of local, national and international organisations.

The Shelter Specialist is a member of the Programme Unit (PU). The position-holder is the strategic and technical lead at country level. As such, they are responsible for taking a lead role in the strategic leadership, technical quality, advocacy and coordination, and fundraising for the Shelter CC. The position-holder is also responsible for overseeing small-scale WASH activities that support NRC/partner programmes. The position-holder will also be responsible for providing technical support and guidance to the Shelter field teams.

What we are looking for:

The purpose of the Shelter Specialist position is technical development of the specific CC, strategic direction and quality assurance, the Shelter strategy and quality control. The Shelter Specialist is responsible for mentoring, train and capacity build staff on CC technical capacity.

What you will do:

Generic Responsibilities:

Develop Shelter strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and prioritiesCompliance with and adherence to NRC policies, guidance and proceduresContribute to fundraising, develop and revise funding proposal, budgets and donor reportsย Identify trends technical standards and donor prioritiesย Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementationProvide technical direction and project implementation supportย Ensure that key learnings are extracted from Shelter programme implementation, and incorporate them in Shelter and staff development processesProvide systematic training and build capacity of technical staff, in approaches including cash-based interventions and market-based programmeRepresent NRC in relevant forums/clusters, including with national authorities and donorsPromote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

Strategic Leadership.ย Lead the revision of the CC Strategy as part of the broader Country Strategy development process. This includes contributing to Integrated Programming through active collaboration and coordination with other Core Competencies, and engagement in cross-cutting initiatives.

Safe & Inclusive Programming. Lead the strengthening of the Shelter and WASH safe programming standards, and support cross-cutting initiatives to ensure Do-No-Harm and improve inclusion, accountability, community engagement, etc. in the wider NRC Myanmar programme.ย 

Emergency Preparedness and Response Planning. Play a leading role in facilitating the development of AO-level emergency response and preparedness planning to support timely multi-sector response to rapid onset needs.ย 

Partnerships.ย Contribute to the strengthening and expansion of NRCโ€™s partnerships with other agencies. This includes supporting the field teams to strengthen their downstream partnership approaches with local NGOs, and developing strategic informal (i.e. non-financial) partnerships with relevant stakeholders to foster collaboration and coordination to support NRC Myanmarโ€™s overall objectives.

Advocacy and Coordination. Contribute to NRCโ€™s advocacy objectives through meaningful engagement in briefings, development of advocacy products and coordination. As delegated by the HoP, represent NRC and the Shelter programme in the relevant coordination fora, and with external stakeholders.

Learning. Lead the harmonising and strengthening Shelter and WASH monitoring and evaluation tools and systems, in collaboration with the M&E team. Responsible for supporting programme learning throughout the project-cycle.

An estimated 9.4 million people in South Sudan need humanitarian assistance and protection services in 2023, reflecting 76 per cent of the population. Many of the 2.3 million South Sudanese living in protracted displacement since 2013 have been displaced multiple times and cannot return home. The ongoing conflict in Sudan continues to drive significant displacement into South Sudan with hundred thousands new arrivals since April 2023. The returnees are encouraged to go to areas of origin, places that are equally vulnerable and lack basic services. Often their houses, land or property has been destroyed by the civil war or is occupied. Humanitarian actors are over stretched by the volume of returns and associated needs.ย

Over 83 per cent of South Sudanโ€™s population relies on subsistence farming, livelihood, and fishing as their primary source of livelihoods, leaving them vulnerable to climatic and conflict related shocks and stressors. Disrupted supply chains, weakening currency, and rising cost, diminishes the purchasing power of the population, exacerbating existing malnutrition and food insecurity. South Sudan remains one of the most severe protection crises in the world, with high levels of gender-based violence and significant gross human rights violations across the country, and with people impacted by violence having limited access to justice and the rule of law.ย

Despite significant deployment of humanitarian assistance, the cumulative effects of years of conflict, a surge in sub-national violence, and unprecedented flooding, leaves vulnerable population in urgent needs of basic services and protection.
