The Green Climate Fund (GCF)โ€”a critical element of the historic Paris Agreementโ€”is the worldโ€™s largest climate fund mandated to support low-emission, climate-resilient development pathways. As an operating entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), GCF contributes to the goal of keeping an average global temperature rise well below two degrees Celsius.

The Fund seeks to engage a Transition Area Portfolio Review Consultant to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join GCF team on HQ based. The assignment is for an initial 120 days over a 6-month period.

Role

The Consultant will work within the Sector Team of the Data, Results Management and Knowledge Management workstreams of DPM, in close cooperation with other DPM workstreams. The Consultant will report to the Senior Sector Specialist Energy & Industries in DPM, under whose guidance, s/he will perform the duties and responsibilities related to knowledge management and the preparation of Transition Area Portfolio Reviews (TAPRs) in the Energy & Industry as well as Forestry & Ecosystem transition areas, as highlighted below. A TAPR aims to provide an overview of the status of a specific part of the GCF portfolio, including trends and lessons learned.

The Consultant will be responsible for but not limited to:

  • The extraction of sectoral lessons learned from finalized Interim Evaluations (IEs) and Final Evaluations (FEs) that have been submitted by accredited entities;
  • With the help of a set of sample projects identify the key challenges for extracting (sectoral) results data for portfolio reporting using indicators as defined under the โ€˜Integrated Results Management Frameworkโ€™ for projects that were approved under the previous results frameworks (โ€˜Mitigation and adaptation performance measurement frameworksโ€™ and the โ€˜Initial results management framework of the Fundโ€™);
  • (Sectoral) data gathering from approved funding proposals, Annual Performance Reports (APRs) and evaluation reports;
  • Analysis of sectoral data and preparation of visualizations for the TAPRs;
  • Providing support in the preparation of initial TAPRs and the design of learning loops based on portfolio analysis.

    Required Experience and Qualifications

    • Masterโ€™s level degree in environmental policy, finance, statistics, economics, development, climate, or other related fields;
    • Minimum three (3) years of relevant working experience related to the assignment, six (6) years of general working experience;
    • Experience working in project cycle management with international organisations, multiโ€“lateral development banks or comparable climate finance mechanisms;
    • Experience in resultsโ€“based monitoring related to climate change impacts;
    • Proven competence and autonomy in the use of standard software programs and data analytics tools: Excel, Word, PowerPoint, Tableau;
    • Self-starter with strong analytical mindset;
    • Strong command over the English language.
    • Desired:
      • Experience with GCF proposal development, review or implementation;
      • Basic experience in Energy & Industry and/or Forestry & Ecosystems sectors.
