The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project focused on HIV, global health security, and combatting trafficking in persons using funding from the Presidentโs Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Technical Specialist based in Ho Chi Minh City and focused on the following tasks:
Main responsibilities:
Coordinate the work of community-based organizations (CBOs) across project-supported provinces to ensure knowledge sharing, synergies, and alignment with donor, government, and project requirements.
Organize and lead technical assistance activities to boost the provision of HIV outreach, prevention, and testing activities while coordinating with relevant staff to boost the organizational management of CBOs.
Oversee provincial and project performance against targets, ensure technical quality of HIV service delivery, and alignment with subawards across the community portfolio.
Ensure all community-based subaward targets are met, reported with fidelity, and aligned with organizational (CBO and project) and epidemic needs.
Connect community-based HIV services with local government strategies and policies.
Prepare CBOs to receive donor and government funding including social contracting.
Identify challenges and successes across the community portfolio and ensure knowledge sharing to improve overall implementation across the portfolio.
Connect CBOs to technical and managerial resources from within the project and beyond.
Manage project staff to support the strengthening of community-based HIV services
Contribute to knowledge management and project reporting efforts and respond to ad hoc requests from the donor, represent EpiC Vietnam in various forums.
Perform other relevant duties as assigned.
Requirements:
Bachelorโs degree in business administration, public health, finance, project management, social sciences or related field; advanced degree preferred
Minimum of 7 years of relevant experience with projects management principles and practices
Professional experience working with men who have sex with men, transgender persons or other vulnerable populations
Demonstrated ability to build and maintain relationships with a wide array of organizations
Strong organizational skills and ability to prioritize
Excellent written and oral communication skills in Vietnamese, proficiency in English an advantage
Considerable experience implementing projects with USAID funding
Ability to travel as needed
