Job Summary:

The Senior Technical Officer, MNCH is responsible for providing technical leadership for maternal, newborn, and child health (MNCH) activities under the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Cambodia. The Senior Technical Officer will implement work plans to improve MNCH outcomes in close partnership with the Ministry of Health (MoH), particularly the National Maternal and Child Health Center (NMCHC), as well as subnational government authorities.

This role will contribute to the design of interventions and work alongside government counterparts, project staff, and local implementing partners to ensure technical excellence. The Senior Technical Officer will collaborate with other team members to ensure the provision of life-saving commodities and equipment aligns with facility-level needs and will contribute to monitoring, evaluation, research, and learning activities.

The individual will work closely with the Project Manager, Project Director, Senior Technical Director, and other senior project leaders, as well as the United States Department of State, MoH/NMCHC officials, and EpiC technical backstops in MNCH, strategic information, and program management to achieve an ambitious set of results within a short timeframe.

Technical Officers (Level I โ€“ III) provide a range of technical and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with the specific relevant technical area.

Accountabilities:

Technical Requirements:

  • Provide technical support to a team of technical specialists in MNCH, private sector engagement, and more.
  • Liaise with FHI 360 experts in MNCH, strategic information, private sector engagement, and more to ensure technical excellence.
  • Implementation and monitoring of annual work plans and collaboration with finance teams to ensure accurate budget tracking.
  • Contribute to the preparation of program reports, monthly updates, other necessary technical and programmatic documents and documentation of successes, lessons learned and good practice.
  • Represent FHI 360 in external functions at international, national, and subnational events for MNCH -related activities.
  • Provide input and assistance to the country office and program management and operations, as well as business development activities.
  • Coordinate with other EpiC senior leaders including the Project Director, Project Manager, Senior Technical Director, Strategic Information, Finance and Operation, Procurement and Supply Chain Management to ensure strategic alignment and efficient use of resources (financial, human, and relational) across the project.
  • Perform other duties as assigned by supervisors.
