Terms of Reference1. General Background
The partnership between the United Nations High Commissioner for Refugees (UNHCR) and the African Risk Capacity (ARC) is founded on the shared commitment to address the escalating challenges posed by climate change, specifically in the context of displacement and humanitarian crises. The intensification of extreme weather events, such as floods, droughts, and storms, has led to an increased frequency and severity of climate-related disasters, disproportionately affecting vulnerable populations, including refugees and internally displaced persons. Recognizing the need for a proactive and collaborative approach to climate preparedness and response, the UNHCR has joined forces with ARC to develop comprehensive strategies aimed at mitigating the impact of loss and damage arising from climate risks on displaced communities.
The rationale for this strategic alliance lies in the innovative solutions that ARC brings to the table, particularly in the realm of parametric insurance. By integrating parametric insurance into the partnership framework that will contribute to wider work on disaster preparedness, the UNHCR and ARC aim to enhance the financial, social and livelihood resilience of affected populations and the environments they live in. This approach ensures that timely and predictable funding is available for strategic and complementary response efforts, enabling more effective and efficient assistance to those both displaced by climate-related events and already displaced people facing further climate related risks and stressors. Moreover, the partnership seeks to foster a holistic approach to climate risk management, combining early warning systems, capacity building, and sustainable practices to create a comprehensive strategy for climate resilience within refugee and displaced populations.
Currently, the partnership between the UNHCR and the African Risk Capacity is being implemented through a tripartite MOU between UNHCR Malawi, Government of Malawi (Ministry of Finance) and ARC, whereby all three entities commit to collaborative activities to mitigate the impact extreme weather events that are negatively impacting the livelihoods of the refugee settlement and surrounding host communities in Dzaleka camp. Following the guidance and direction from the office of the Assistant High Commissioner-Operations, the partnership scope will scale up to include other countries across all 4 Africa bureaus (RB Southern Africa, East and Horn of Africa and Great Lakes, West and Central Africa & Middle East and North Africa) in a phased manner.
2. Purpose and Scope of Assignment
The UNHCR-ARC project needs to recruit a project and administrative associate to support the Senior Risk Advisor who is leading the Project to Develop the Partnership with ARC across Africa.
Under the overall supervision of UNHCR Senior Risk Management Adviser, the incumbent will be required for 6 months, full time to manage and deliver the following results and outputs:
1. Developing detailed work plans based on approved overall work plan.
2. Preparing monthly, quarterly, and activity progress reports
3. Support for the development and draft of mainstreaming and capacity building material
4. Support the development of SMART monitoring and evaluation indicators and data collection strategies and support implementing teams in monitoring activities
5. Compiling and maintaining project reports for internal and external stakeholders and minutes of meetings
6. Support in the documentation and sharing of lessons learned internally and externally
7. Help coordinate information sharing and progress updates with other relevant teams in UNHCR supporting the initiative
8. Any other tasks assigned by the project leader to achieve the project objectives.
9. Perform other related duties as required.
3. Monitoring and Progress Controls
โข Regular progress meetings with the Senior Risk Management Adviser to discuss project status, challenges, and milestones
โข Submission of monthly progress reports detailing activities completed, upcoming tasks, and any issues or risks identified
โข Quarterly reviews of project deliverables and outcomes against established targets and indicators
โข Maintenance of a project dashboard or tracking system to monitor progress and ensure transparency
โข Periodic evaluations of the effectiveness and impact of capacity building and mainstreaming activities
4. Qualifications and Experience

Qualifications and experience required:
โข Bachelorโs degree in Business Management or Administration or similar field or Technical Diploma in relevant field with a minimum 5 years of experience.
b. Work Experience
-Experience with project management; from the onset to project completion
- Experience in programme planning, design, follow-up, report writing,
Experience drafting materials tailored for different audiences
- Experience in working with various partners, working with international and national experts to implement project activities
- Strong communication skills โwritten and oral
- previous experience in Disaster Risk Reduction, Anticipatory Action or Resilience building projects and advantage
