UNOPS hosts the Stop Tuberculosis Partnership (STBP) Secretariat in Geneva, Switzerland. The vision of the STBP is to realize the goal of elimination of tuberculosis (TB) as a public health problem and, ultimately, to obtain a world free of TB. To achieve this there is a need for elevated advocacy, and enhanced efforts to realize a TB response that is equitable, rights based, stigma free, gender transformative and prioritizes people affected by TB. The STBP is uniquely positioned to support the development and further implementation by partners of the Global Plan to End TB, acting as a coordinator and catalyst for the broad range of partners engaged in the fight against TB. With funding from the United Statesโ€™ Agency for International Development (USAID), STBP established a roster of technical assistance consultants to support reinforcing national responses to end the TB epidemic, through elevated advocacy and promoting TB responses that are guided by principles of communities, rights and gender โ€“ in line with the โ€˜Political declaration of the high-level meeting on the fight against tuberculosisโ€™, approved at the 78th session of the UN General Assembly, and โ€˜The Global Plan to End TB 2023-2030โ€™.

Functional Responsibilities

In close collaboration with international partners such as USAID, World Health Organization (WHO) and The Global Fund to Fight AIDS, Tuberculosis and Malaria (TGF), the Stop TB Partnership provides technical assistance to the National TB Programs (NTPs) in priority countries for enabling their capacities and effective responses to end TB as the public health threat. STBP provision of technical assistance in CRG also includes to TB Survivor networks, TB Key and Vulnerable Populations and other civil society organizations. STBP also provides technical assistance at the country, regional and global level in relation to high level advocacy and communication.

The consultants from the roster will be deployed to provide targeted technical support in Community, Rights and Gender (CRG), Advocacy and Communication. The requests for short-term technical assistance will be initiated by the NTPs, Country Coordination Mechanisms (CCMs) for TGF grants, key and vulnerable populations, affected community and civil society and/or STBP, in coordination with other stakeholders and partners. Under the guidance and oversight of STBPโ€™s Deputy Executive Director, these requests will be processed by the STBP Secretariat, in close cooperation with USAID, which provides key financial support.

The expertise of consultants is sought in the following community, rights and gender, advocacy and communication areas:

  1. Law and human rights in TB

  2. Gender sensitive and transformative TB programming

  3. CRG tools including; CRG and Stigma Assessments and Costed Action Plans, Key and Vulnerable Population Size Estimations and Legal and Human Rights Scorecard

  4. Advocacy, awareness and activism especially towards increasing domestic funding for TB and political leadership.

  5. Community-led monitoring for social accountability.

  6. Capacity building and community empowerment.

  7. Engagement, networking, coordination and partnerships.

  8. Demand generation for new tools, innovations and approaches, including CRG.

  9. Political advocacy, inclusive, equitable and focused special campaigns.

  10. Communication campaigns, special communication projects involving TB Champions, celebrities, private sector, etc.

  11. Developing regular communication materials

  12. Maintaining social media channels amplifying strategically important messages from key TB stakeholders.

  13. Provide communication support to high level and strategic events organized by Stop TB, including high level missions conducted to high TB burden countries.

  14. Engaging with graphic design work

  15. Media relations

  16. Supporting in development and implementation of the World TB Day

    Technical assistance in above areas will be based on the specific country context and priorities identified by the national TB programs, civil society and affected communities, with support by technical partners as relevant. The assignments will mainly be conducted within, but not limited to, the following activities and context:

  17. Experience in development of project proposals, guidelines and standards, operational research protocols in TB programs is highly desirable.

Experience in development of national TB strategies and plans is an asset.

Experience in development of the Global Fund applications is an asset.

Experiences in organizational development, capacity building / teaching (including e-learning platforms) are assets.

Experience in developing and managing communication campaigns in the health sector is an asset

Consultancy experience with international organizations, in particular, in high-burden TB countries, is an asset.

Language requirements:

Good working knowledge of English is required Working knowledge of French, Portuguese, Russian or Spanish language is an asset.
