CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Program Overview
CHAIโs Sustainable Health Financing (SHF) program supports governments in implementing reforms towards the goal of universal health coverage (UHC), where citizens can access healthcare without financial strain. CHAI collaborates closely with Ministries of Health (MoH) and national financial protection programs to enhance their capacity for evidence-based decision making. This includes assisting in the design, implementation, and management of financing reforms to mobilize sustainable resources and optimize their utilization to improve health outcomes and address health disparities.
An integral aspect of CHAI's UHC efforts is enabling governments to leverage technology in achieving their UHC objectives. With assistance from the Global Digital Health (GDH) team, CHAI partners with MoHs, Digital Health Units, Departments of Information Systems, and disease programs to effectively apply technology towards catalyzing government public health goals. This includes the co-creation of eHealth strategies, design and development of fit-for-purpose and scalable digital products, institutionalizing technologies, and creating an enabling digital ecosystem within and outside of the MoH.
Position Overview
CHAI is seeking a driven and highly motivated individual to drive digital transformation for sustainable health financing across countries. This role will initially focus on Ethiopia, with a potential to expand support to additional SHF program countries in Africa including Rwanda, Benin, Burkina Faso, Nigeria, and South Africa. In this role, you will work closely with internal teams and external partners to provide technical leadership and help governments ensure develop appropriate capacity, systems, and governance structures crucial for the long-term success of digital solutions for health financing.
Though the Ministries of Health in program countries are at different stages of digitalization, the fundamental motivations remain consistent: driving efficiency, ensuring accountability, and enhancing visibility throughout the health financing process. In service of these objectives, across the program countries, your responsibilities will include conducting research and analysis, developing a prioritized roadmap for digitization, and providing technical support and though leadership both internally and externally. A successful candidate will need to possess very strong communication, organizational, and project management skills. They must exhibit a passion for results, a commitment to excellence, and the capacity to facilitate multi-stakeholder and strategic discussions. This role will report to the Senior Technical Advisor on the Global Digital Health team and will collaborate extensively with the SHF colleagues. Although the role is situated within the Global Digital Health team, given the Health Financing emphasis, there will be a secondary reporting line to the SHF Program Manager. For this position, there's an anticipated travel commitment of up to 30% within the Sub-Saharan Africa region, potentially rising during periods of surge support to country programs.
Responsibilities
Responsible for gathering, analyzing, and documenting the current state of health financing data systems as well as identifying and synthesizing global best practices and lessons learned from other countries. This will involve creating and executing digitization assessment frameworks, conducting desk research, interviewing key experts, and documenting processes and observations.Drive the development of roadmaps and implementation plans for health financing digitization along with associated prioritization and costs.Assist the MoH technical working groups (TWGs) and CHAI SHF program in monitoring implementation and ensuring activities are technically strong and aligned with the roadmap and implementation plans.Provide strategic input and help operationalize digital health strategies, budgets, and policies, working in collaboration with key stakeholders within the health financing domain โ this includes contributing to the CHAI SHF program strategy as well MoH efforts towards health financing digitization.Work closely with stakeholders across CHAI and MoH to ensure that activities are well-structured and harmonized with the overall digitization priorities of the program. Your role will require assessing, planning, and supporting capacity building for digitalizing health financing processes at the MoH. This will include facilitating knowledge transfer between global teams, country experts, as well as the MoH and their partners.Qualifications
Bachelorโs degree in information systems, business, health sciences, public policy, or related field.At least six yearsโ working experience with increasing levels of responsibility and leadership in management consulting, business analysis, project management, or in a similar role requiring strong analytical, planning, and communication skills with a technology focus.Experience in leading, managing, and delivering large technology projects. Experience in Sub-Saharan Africa implementation is an advantage.Experience providing clear guidance and recommendations to diverse (technical and non-technical) stakeholders on context-appropriate technology solutions, processes, and operational considerations; ability to communicate technical concepts and drive consensus building across all stakeholders.Familiarity with standards for interoperability, data privacy and security, and cybersecurity; comfort with digital transformation frameworks and approaches.Exceptional written and oral communication skills; ability and experience communicating effectively with people of varied professional and cultural backgrounds.Demonstrated excellent analytical, strategic, and problem-solving skills.Ability to work well both independently and as part of a multidisciplinary team.Strong work ethic, integrity, credibility, and dedication to CHAIโs mission.High levels of proficiency in Microsoft PowerPoint, Excel, and Word.Ability and willingness to travel approximately 30-40% of the year.Advantages
