GIZ International Services is currently preparing to bid on the EU funded tender: EU-ASEAN Sustainable Connectivity project. The projectโ€™s objective is to improve the regulatory and institutional environment to facilitate investments in sustainable connectivity infrastructure projects in ASEAN/SEA.

Areas of work may include:

1.Providing technical assistance on topics of:

Trade and economic connectivity Electricity infrastructure and markets Digital connectivity Transport connectivity People-to-people connectivity

2.Technical assistance to support regulatory and institutional frameworks.

3.Capacity building for governments and the private sector.

4.Coordination of the Global Gateway Sustainable Connectivity Team Europe Initiative.

Ihre Aufgaben

The Team Leader has the overall responsibility for the development and implementation of the work plan within the given contractual budget. He supervises the delivery of planned outputs and outcomes and ensures close coordination and partnership with other components of the programme, concerned DGโ€™s, EUDs in the region, ASEAN working group, ASEC and any other relevant stakeholders. Responsibility for the preparation of the overall and annual work plans (WP) in collaboration with the project team Lead and coach the team for an efficient implementation of the WP Guide and support the team in their relationship with partners and other stakeholders Ensure all project staff adhere to the legal constraints within the contract as well as GIZ company policies/rules/codes of conduct Ensure the project team has sufficient capacity to fulfil the contract to the clientโ€™s expectations Act as the main focal point to the client for the project itself Responsible for the technical progress of the project and communication thereof to clients in line with set timelines Supervision and coordination of all administrative staff of the project, respect for all obligations that are related to this task (disciplinary responsibility) Responsible for the preparation of technical reports and planning documents as well as communication materials to ensure greater visibility and presence of the programme, its contents and key partners Liaise with relevant stakeholders as needed for efficient and effective implementation of the WP Ensure an adequate working environment for the team with high sense of responsibility and ethics Supervise the organization of institutional meetings and Jour Fixes, such as the Steering Committee of the programme, workshops and other events As needed, represent the programme to communicate about and advocate for the objectives and work achieved Supervise use of funds as planned and within budget limits Supervise concerned staff in their respective responsibilities related to finance and budget activities Contribute to regular financial forecasting of the overall and local budget

Ihr Profil

Qualifications and skills:

Master degree in the field of economic regional integration, economics and business, energy, international trade, transport, sustainability, TVET or equivalent experience of 10 years; Strong coordination and communication skills to link technical and conceptual aspects of cooperation projects and facilitate stakeholder interaction; Excellent English expression both orally and in writing (including excellent report writing); Strong management and excellent leadership and coaching skills; Sensitivity to / knowledge of South-East Asia economy, culture and customs, professional experience in the region of at least 5 years; Public speaking and presentation skills; Analytical and computer literacy.

General Professional experience:

At least 8 years of relevant international senior level management experience in a large organisation of institution. A longer experience is an asset; At least 15 years of relevant international experience working in development cooperation, in the context of energy, trade, sustainable infrastructure, TVET and/ or climate with a focus on resilient, socially, economically, and environmentally sustainable value chains; At least 7 years of professional experience in developing and emerging countries; At least 2 years of professional experience in ASEAN member states.

Specific professional experience:

At least 8 years in project management or coordination, including project planning and progress monitoring in developing countries; Proven experience as a Team Leader on a long-term assignment funded by the European Union involving multiple stakeholders (over 12 months) in the last 5 years, a longer experience is an asset; Previous experience of working in the office of ASEAN as well as with key decision makers in ASEC, ASEAN institutions and AMS authorities would be a strong asset; At least 3 years of proven experience of management of short-term expertise, a longer experience is an asset; Experience in green economy/sustainable and climate resilient value chains development would be an asset; Experience in sustainable connectivity (preferably trade and economic, digital, people-to-people, transport) projects; Experience in projects promoting gender equality and social inclusion would be an asset; Experience in capacity building of SMEs for sustainable connectivity would be an asset.
