The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 200 projects in 141 countries and has committed USD 10 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. The GCF’s diverse workforce is advancing its mission from its headquarters in South Korea. Position Objective

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director.

Under the guidance of the Head of Governance Affairs and Secretary to the Board, the position provides overall administrative support to all streams of work under the Office of Governance Affairs and interacts with staff members across the organization in the discharge of the post functions.

Duties and responsibilities

Purpose

• Provide general administrative and substantive support to the Office of Governance Affairs to ensure its effective coordination and functioning;

• Compile divisional inputs for the development of the annual divisional work programme and budget;

• Process OGA matters related to HR, procurement, and internal audit;

• Oversee the engagement of OGA staff members on internal working groups and maintain the rest of the team informed of relevant outcomes;

• Process support materials and assist the logistical planning of Board meetings and climate policy events, as needed;

  • Inform on relevant matters related to HR, procurement, and internal audit;

  • Train other staff members on matters related to the organization of Board meetings;

  • Engage with staff members across the organization in the delivery of the position functions;

    Delivery

    • Process routine correspondence and formats documentation as required;

    • Documents official records on Board membership, assists the change in membership terms, and files information material;

    • Organize the agenda of the OGA Head and schedules regular Team coordination meetings;

    • Anticipate administrative requirements and bring them to the attention of the Head of Office.

      Required experience and qualifications*

      • Bachelor’s degree with three (3) years of relevant work experience or an equivalent combination of relevant education and experience.

      • Formal training in secretarial, clerical, administrative and/or operational services desirable;

      • Excellent writing skills are strongly required, particularly in writing records from meetings, formal correspondence, letters, and electronic communication with external stakeholders.

      • Ability to work with high volumes of work under high pressure with a high level of accuracy

      • Ability to exercise tact and discretion in dealing with governing bodies.

      • Ability to organize work, sets priorities, meets critical deadlines, and follows up on assignments with minimum direction;

      • Good knowledge of office technology such as MS office package, especially Word and Excel, as well as experience with Internet use and e-mail applications.

      • Proficiency in filing; record management and data tracking;

      • Strong teamwork and interpersonal skills, and highly developed cultural sensitivity in communicating with all levels of staff and external clients;

      • Experience in working with databases is highly desirable;

      • Fluency in written and spoken English is essential; knowledge of the local language and/or another United Nations language is an advantage.
