The Syria Response Advocacy Advisor will lead CARE wide policy and advocacy efforts around the Syrian regional crisis, ensuring they are consistent, aligned with CARE's Global Humanitarian Advocacy strategy, and effective in reducing the level of humanitarian suffering as a result of the Syrian crisis.

The Syria Response Advocacy Advisor will build on efforts made on the Syria advocacy strategy and further develop, update and implement CARE’s operational advocacy plan and policy efforts for the Syria sub-regional crisis response. This person will represent CARE at regional INGO forums for leading joint advocacy initiatives and disseminate information to key Care members involved in advocacy around the Syria Crisis.

This position requires a deep understanding of humanitarian issues, as well as the socio-political dynamics in Syria and the region. Given the conflict nature of this crisis this position requires extreme tact on the sensitive issues of access, border dynamics, and the fragile peace process, strong analytical skills, and the ability to conduct power mapping. The position also requires the identification of stakeholders and the development of viable theories of change and subsequent activities with the potential to reduce humanitarian suffering resulting from the conflict.
Due to the changing demands as the crisis develops, a level of flexibility around priorities will be expected.

The position reports to the Deputy Regional Director - Program and Impact and is expected to travel in the region approximately 40% of the time.

RESPONSIBILITIES:

· Advocacy, Lobbying and Influencing

· Coordination and collaboration with CARE colleagues across the globe to influence those holding power in the environment through proposing and coordinating advocacy actions.

· Thematic expertise and advisory support by develop strategic policy positions for public, private and consumption and internal use.

· Capacity building of CARE team, partners and stakeholders by strengthening evidence-based advocacy and influencing initiatives.

QUALIFICATIONS:

· Bachelor’s Degree in humanitarian studies, social/political science.

· Exceptional English writing skills and research ability.

· Five years advocacy or policy related work on Syria, or in other conflict contexts. Must have the experience and authority to have credibility with external audiences and policy makers.

· A strong writing and publications record.

· Must have a demonstrated understanding of human and women's rights.

· Demonstrated experience in group facilitation and capacity building.

· Working experience and proven knowledge on International Humanitarian Law, UN Resolutions on Women, Peace & Security, Good Humanitarian Donorship Principles, the Red Cross Code of Conduct, Protocols on Forced Return.
