Work LocationHome-based Expected durationPart-time / 6 months Duties and ResponsibilitiesThe Ministry of Environment of Peru, as the national authority on climate change, has proposed implementing a digital platform for the Monitoring System of the Adaptation and Mitigation Measures of the Nationally Determined Contributions (SIMOM). MINAM, seeking to integrate climate action with a key player such as the private sector, launched Huella de Carbono Perรบ (HC-Perรบ) in November 2019. HC-Peru is a tool of the Peruvian government that recognizes the efforts of public and private organizations that voluntarily wish to manage their greenhouse gas (GHG) emissions. In doing so, they contribute to achieving the national goal of a 40% reduction in emissions by 2030 under the Paris Agreement, as well as the long-term goal of becoming a carbon-neutral country by 2050. This platform is part of the System for Monitoring Adaptation and Mitigation Measures (SIMOM) and was created within the framework of the Regulations of the Framework Law on Climate Change, Law 30754. In October 2021, Ministerial Resolution No. 185-2021-MINAM approved the Guide for the operation of HC-Peru, which establishes recommendations to guide the registration of user organizations, the use of the HC-Peru tool, and establishes criteria for MINAM to encourage GHG emissions management. More than five years after its launch, there are aspects of the HC-Peru Program that need to be improved in order to enhance the user experience, achieve greater reach, and ensure the sustainability of the service. The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the international environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The 'NDC Act & InvestProject - implemented by UNEP seeks to provide comprehensive, science-based, and policy-aligned support to countries to develop viable Nationally Determined Contributions (NDCs) to translate into concrete strategies and actions ready for financing and implementation, and fosters accelerated public and private investment in sector specific NDC implementation. In this sense, UNEP is recruiting a Support Professional for the HC Peru Program to support the work of the Ministry of Environment. This support will consist in the collection, processing and analysis of information from users of the HC-Peru tool for the generation of inputs required for the update of the HC Peru program and the documents related to the use of the HC-Peru tool. The purpose is to promote the use of the Carbon Footprint quantification platform in the country and to support the identification of mitigation actions that contribute to the implementation and scaling up of Peruโs updated NDC. The consultant will be supervised by UNEPโs NDC Act & Invest Global Coordinator and will work in a hybrid model, enabling the specialist to work remotely while participating in in-person activities such as meetings and stakeholder engagements as required, at the Ministry of Environment located in Peru. 1. Results and analysis of the first HC-Peru satisfaction survey: 1.1. Review and/or modify the survey proposal. 1.2. Administer the survey. 1.3. Process the results: Analyze the results and propose measures to implement long-term improvements (These improvements are not those outlined in points 2-9 below) and to elaborate a report. 2. Using the results of the first HC-Peru satisfaction survey, prepare a systematized document of questions and answers about HC-Peru. 3. Support the update of its HC-Peru Operational Guide, the GHG emissions management system, the Technical Manual, and other documents related to the use of the HC-Peru tool, promoting the use of the Carbon Footprint quantification platform in the country 4. Support the preparation of the user support guide: 4.1. Using the results of the first HC-Peru satisfaction survey, prepare a user guide for HC-Peru. 4.2. Interview at least (i) two members of the HC-Peru management team and (ii) one professional from the MINAM Technology Office. 4.3. Prepare a systematized document of lessons learned about HC-Peru. Timely delivery of outputs as outlined in the Terms of Reference. Quality of design work, materials, and reports produced, as well as the approval of products/ deliverables/ outputs by the consultantโs reporting officer, Jรฉrรดme Malavelle, Project Management Officer, UNEP. Qualifications/special skillsโข Bachelorโs degree in Environmental Engineer, Industrial Engineer, Civil Engineer or a closely related field (Required). โข Postgraduate studies in Climate Change, Environmental Engineer, Corporate Sustainability or related fields (Desirable). โข At least two (2) years of proven experience in climate change management, GHG emissions quantification at an organizational level, and/or the development of climate-related tools (Required). โข Practical knowledge of international methodologies for emissions quantification and reporting, such as: GHG Protocol, ISO 14064 / ISO 14067 or IPCC Guidelines. (Required) โข Experience in developing or reviewing technical manuals, user guides, or monitoring, reporting, and verification (MRV) systems (Desirable).
