ย Context
Under the direct supervision of the Global Programme Support Officer (GPSO) and the overall supervision of the Head of the EU Policy and Programme Support Division, the National Programme Support Officer supports and coordinates the Global Programme Support Unitโs (GPSU) overall strategic engagement with the European Union (EU) in close coordination with the Global Thematic Units (GTUs). The National Programme Support Officerย will coordinate theย direct relationship between IOM and EU Institutions, Bodies, and Agencies, relating to the incumbentโs specific files, to enhance IOMโs position in policy discussions and support IOM Country Offices (COs) worldwide in their advocacy on EU-related issues, and the development, contracting, compliance, and implementation of EU-funded projects.ย
The National Programme Support Officer will, as delegated by the GPSO and in close coordination with the GTUs, have the following functions: support to liaison and resource mobilization, EU compliance, and project review.ย The GPSU provides analysis on EU external policies, funding, priorities, and developments to colleagues within the GO in Brussels, particularly to GTUs, EU Legal Compliance, and EU Financial Compliance colleagues, as well as to colleagues in HQ, ROs, and COs. In addition, and in close coordination with the GTUs, the National Programme Support Officer supports offices implementing EU-funded projects on knowledge management and learning, capacity building for Country Offices (COs) and Regional Offices (ROs), and field visits to support implementation, reporting, evaluation, audits, and verifications.
Strategic Engagement
Monitoring: Coordinate the monitoring and analyses of developments in the regions under responsibility , policy relating to migration in external action, priority changes, challenges, and positions of EU Institutions, Bodies, and Agencies, and coordinate the analysis of these developments and positions with GTUs, ROs, COs, and HQ as relevant.ย Liaison and Engagement:ย As delegated by the GPSO and/or the Head of the EU Policy and Programme Support Division, and in close coordination with relevant GTUs, represents IOM and act as a focal point for liaison with external EU partners.Strategic Planning:ย Coordinate and support the development, and implementation of strategic plans with GTUs, ROs, COs, and HQ as relevant.Technical Support to Regional and Country Offices
Coordination:ย Coordinate with GTUs, Legal Compliance, and Financial Compliance Teams on emerging opportunities, risks, and challenges related to EU policy and funding, links between geographic areas and opportunities to mainstream crosscutting issues.Capacity Building:ย As delegated by the GPSO, coordinate the development of and conduct capacity building initiatives for ROs and COs staff on EU engagement, advocacy, priorities, and fundraising as well as project development, implementation, reporting, and compliance for EU-funded programming.Donor Compliance:ย Coordinate withย ย the GPSO strategic and geographic guidance to GTUs, ROs, and COs on EU policies, priorities, and strategies to enhance programming.Programmatic Review:ย Act as secondary reviewer for EU-funded projects and reports, in both centralised and decentralised funding models, as well as direct and indirect funding in coordination with GTUs, Legal and Financial Compliance teams, and the Media and Communications Unit in GO Brussels.ย Resource Mobilization and Funding: Coordinate ย the mapping and monitoring of EU funding instruments to share opportunities and calls for proposals to GTUs, ROs, and COs. Provide support to GTUs, ROs, and COs in negotiations with EU donors. Programmatic Monitoring: Coordinate COs and ROs in follow-up on EU-funded projects in coordination with the GTS. Flag emerging challenges, trends, opportunities, and risks to the Global or RO Directors, Chiefs of Mission (COMs), RTS, and/or HQ as needed. Support COs with course correction as deemed appropriate.Knowledge Management and Learning
Knowledge Management:ย Contribute to knowledge sharing platforms and disseminate innovative and best practices for EU funding, advocacy, and engagement externally and internally.
