Location: based in GeneinaSOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
Following fighting between SAF (regular army) and RSF (rapid support forces) since April 2023, SI is developing a rapid emergency response in Sudan.
In Geneina, West Darfur, SI opened a base in August 2022, providing assistance to IDPs living in the gathering sites inside the city. The response was WASH in emergency activities with water trucking, construction of boreholes, hygiene kits distribution, latrines construction and rehabilitation…
Today, the situation in Darfur, and specifically in Geneina is worsening due to the conflict at country level. SI is assessing the sites and the needs for an emergency response which began in May 2023, providing WASH in emergency activities to the IDPs and host communities in Geneina, and possibly in other states in Darfur (El Fasher, Nyala). SI began water trucking activities in May 2023 and is the only WASH actor in Geneina.
In the East of the country, especially Gedaref, Al Jazirah and Madani states, security situation is tense but much calmer than in Darfur. SI is doing assessments to implement a WASH/shelter and NFIs response for IDPs, mainly coming from Khartoum.
In Khartoum, SI wants to develop a WASH emergency response as soon as possible, and when authorizations are provided.
SI is one of the pillars of the INGO forum coordination, especially for Darfur.
About the job
General objective:
The Logistician-Administrator will implement and supervise all logistics operations at his/her assigned base.
- He/she will organize logistic support for programs, in line with Solidarités International procedures.
The main challenges:
As the conflict erupts one month ago, everything is still tense and unpredictable. Bank are still not open. The processes are not yet completely in place and must be enforced HR processes in Sudan are long and requiring as well as reporting to the authorities and fiscal management. The economic crisis raging in Sudan brings many constraints to the country, notably the hyperinflation of the local currency (the Sudanese Pound) and the development of a very strong parallel economy on the Black Market. Sudan has the peculiarity of having a very strong administration with very strict working rules for NGOs. The admin Manager will have to be in close contact with the HAC and authorities to manage those aspects (HR)
Priorities for the 2/3 first months:
Support the program team in launching activities as soon as possible in the Geneina in order to finalize the essentials activities before the start of the rainy season. Ensure the cashflow in a tense context Continue the training of the admin and log team in Geneina. Re-Opening of the Geneina base to make it operational as soon as possible.Your profile
Education / academic background:
Bachelor degree in a field related to finance and/or HR management and/or logistics management.
Specific skills and experience:
Experience with SI is a very strong asset/ recommended Experience in emergency settings and high volatile contexts (regular shooting, hibernation) is mandatory 1-year minimum experience required in logistics management (or as an assistant of logistics coordinator) 1-year minimum experience required in administrative management (or as an assistant of administrative coordinator) Management skills Autonomous, organized, ability to prioritize and to work under pressure Strong computer skills essential (excel) Knowledge of SAGA and HOMERE softwares is a plus Experience in Sudan/ Darfur is an assetLanguage:
English is mandatory. Speaking Arabic is a strong asset.
SI will offer you
A salaried position:
According to experience, starting from EUR 1980 gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Individual, comfortable room in the guesthouse, with electricity 24/7. Internet and Phone network available Restaurants and international food are availableThe candidate will be based in Geneina. Living conditions are minimalist, with curfew at 5:30 PM. Hibernation is current. There is no internet for now, SI is seeking a viable way to communicate with the base until internet connection is back. Installation of a better system is under process. Other NGOs in the area are TGH, NRC, IAS, Concern. Socialization is limited to hours before curfew. Office and guest house are separated. The cook is preparing meals during working days.
Security Conditions:
Calm but tense in East side of the country. Khartoum: very tense and fighting happening. Darfur, Geneina: conflict on going, very tense situationThe restrictions are in all the country, especially in Khartoum and West Darfur, which are open conflict areas, and can evolve very quickly.
