GENERAL OBJECTIVE:
The Cabo Delgado Field Coordinator (FC) is in charge of the qualitative implementation of field operations.
S/he is the direct manager of all Program Managers in Cabo Delgado as well as MEAL Manager and Humanitarian Access and Security Managers. S/he coordinates her/his teams ensuring the activities and projects are carried out in accordance with the Solidaritรฉs International charter, respecting all internal and contractual procedures and ensuring security rules and protocoles are well respected.
S/he is the direct link between program teams and support teams (managed by Support Coordinators and under direct management of CD) to ensure the material and financial resources are necessary for programs to run smoothly.
THE MAIN CHALLENGES: 1- Massive recent restructuration of mission due to BHA termination and reduction of activities (from 140 staffs to 40/50 staffs in 2 months / from 3 bases to 1 coordination/operational base + 1 sub-base / reduction of all support costs) >>> Unorthodox Organisational Chart and RACI (with coordinators in charge of providing direct support to field prog teams) + Potential disorganisation and unclarity of teams roles and responsibilities
2- Potential tensions between staff members (or with former staffs) and/or with authorities + communities due to reduction of activities
3- Security context more and more volatile and unpredictable needing a daily follow-up
4- Necessary presence in 2 different operational bases (Pemba Coordination/operational base + Mueda operational base = 50% expected time on each base)
5- Authorities relation very time consuming
PRIORITIES FOR THE 2/3 FIRST MONTHS:
1. Close follow-up of ongoing operations and activity implementation.
RRM ECHO: Maintain operational presence in former areas of intervention (MDP) and start activities in new districts (southern districts) + Specific attention to cash and voucher intervention that still need to be consolidated (framework with suppliers, validation by authorities...).
Monitoring of finalization of other ongoing activities/projects under CDCS, SDC, AERMC = to be finalized by end June / end Sept
2. Adaptation of security management and SOPs to new set-up + close daily security follow-up and movement validation.
3. Reorganisation and clarification of teams roles and responsibilities in particular with Coordinators playing the role of filed base manager as well
4. Participation (with team of PM and MEAL Manager) in proposal writing
5. Representation with local authorities and external partners (Provincial and District level)
Your profile
DIPLOMA AND EXPERIENCE:
Master in humanitarian action, development, international law or any other technical area related to the humanitarian sector.

A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The FC position is based in Pemba at the coordination/operational office of Cabo Delgado, Mozambique.
Expats live in SI new comfortable 3 storeys office/GH located close to the beach and restaurants. Life in Pemba is normal. It is a touristic city with beaches, hotels, several nice restaurants, and numerous grocery shops with imported goods. A car with driver, shared between expatriates, is available for movements. Expats are allowed to use taxis and bicycles. They are also allowed to walk.
Visits to Mueda sub-base are expected on a weekly basis (50% minimum presence in Mueda). Mueda has a GH/office shared with ACF. GH has 3 rooms to spend night. Mueda has a market, few local restaurants, and a bar; locally available ingredients are somewhat limited, but squid and fish, mangos (in season), and other seasonal items are readily available, with imported goods available to be sent up from Pemba.
SECURITY CONSTRAINTS:
Pemba in Security level 2 / Mueda sub-base in Security level 3
Recently we witness an increased number of unpredictable gorilla style attacks from insurgents (attacks of villages or axis for looting, stealing, kidnapping, burning houses/shops...). We also notice a new passivity from official armed forces (FADM and Rwandese). This more and more volatile and unpredictable context is worrying and nececitate a close monitoring of local context for daily movement validation.
Movement to field sub-base via UNHAS flight only (45 minutes flight)
Termination of many staffs + Mocimboa former base (level 3) recent closure due to BHA termination might have increased tension among teams and/or with authorities and communities / global reduction of humanitarian assistance might lead, in coming months, to better recruitment capacity by OAGs and increased number of attacks
